Project/Proposal Summary: The USAID Good Governance in Georgia (G3) Program is generally tasked to improve transparency and accountability at all levels of government in Georgia, thereby reducing opportunities for corruption. It is expected to strengthen citizens’ abilities to combat corruption and put into place stronger mechanisms that prevent opportunities for corruption to develop.

Position Summary: The Human Resource Management (HRM) expert is tasked to assist the Ministry of Justice of Georgia (MoJ) to strengthen the capacity of the MoJ to effectively manage its human resources through introducing the modern HRM practices to the agency by the type, size and characteristics of services the organization provides to the citizens of Georgia.

By working in close cooperation with senior managers of MoJ and its HR Department, the Human Resource Expert will facilitate the process of developing a plan for strengthening MoJ’s HRM systems and provide recommendations for implementing a HRM business model. The Human Resource Expert will support the MoJ and more specifically its HR department in all human resource activities to make it consistent with modern systems. The Expert will assist the MoJ to appropriately manage human resource issues related to the implementation of the overall institutional reform agenda.

Level of effort: 15 days

Responsibilities:

• Conduct a series of consultations with the MoJ senior managers and staff of the HR Department. This will entail a review of the established HRM systems such as recruitment system – comprising of several steps (recruiting, selecting, training, practicing, and hiring); performance management system; motivation (material vs. non-material) systems for front desk officers (drafted for the MoJ’s Public Service Hall model); rewards and incentives - bonus system based on outcomes and performance appraisal (PA) results, annual salary review based on PA results, etc. • Based on the review and assessment, develop a concept paper and recommendations for a service (business-) oriented HRM model concentrated on development of the organization as a whole and individuals working for various positions, aligning the work force with the organization goals with the main focus on the performance appraisal system; • Provide regular progress updates to G3 program staff, including the COP and DCOP; • Assist the COP and Deputy COP as needed in other closely related G3 functions; and • Perform related duties as required and assigned, and prepare and deliver a final report assessing all activities and making recommendations for improvements prior to departing Georgia.

Qualifications:

• Strong organization development approach and knowledge of HR systems both for private and public entities; • Ability to put forth innovate HR management practices in a diverse retail setting/sector; • Eagerness to find innovative ways to add value through people management processes; • Change agent; • MA degree in HR or equivalent; • 12 years minimum of Human Resource Management experience in the private (preferably retail service delivery) sector as well as the public sector; • Highly computer literate, especially in contemporary HR systems.
