Human Resources Officer, Laos

Room to Read seeks to transform the lives of millions of children in developing countries by focusing on literacy and gender equality in education. Working in collaboration with local communities, partner organizations and governments, we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond.

We are non-governmental, non-religious and work with many local NGOs and community based organizations to implement our programs. We currently work in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia – countries with a desperate lack of resources to educate their children. Since our inception, Room to Read’s worldwide team has impacted over 6 million children by constructing more than 1,500 schools, establishing over 13,000 libraries, publishing 700 new children’s book titles in 11 local languages, and rewarding over 16,000 girls with long-term, holistic scholarships.

Room to Read has an annual budget of approximately US$44 million and our global staff numbers over 600. Our global headquarters is located in San Francisco, and we have smaller fundraising offices in Delhi, New York, Hong Kong, London, Mumbai, Sydney, and Tokyo. We have an Asia Regional Office located in New Delhi, a Southern Africa Regional Office in Pretoria, and program offices in Colombo, Dar es Salaam, Dhaka, Hanoi, Ho Chi Minh City, Kathmandu, Lusaka, New Delhi, Pretoria, Phnom Penh, and Vientiane.

Room to Read Laos was established in 2005 and has worked with disadvantaged communities to improve educational opportunities as well as strengthened the Government’s efforts to meet its goal of universalizing quality elementary education for all children. We currently operate the following programs: School library, Literacy Instruction, Book Publishing, Girls Education & School Construction Program which are operating in the provinces of Oudomxay, Phongsaly, Xaiyabouly, Salavan, Vientiane province and Savannakhet.

Position Overview:

Human Resources Officer is responsible to overseeing administration of hiring, retention, staff development, termination, personnel records, legal compliance, compensation, benefits, and long-term staffing strategies. Responsibilities include development and administration of personnel rules and regulations, pay and job classification structure, and programs for employee training, safety, health, and morale. This position directly reports to HR manager.

Primary Duties & Responsibilities:

  • Monitor and ensure that the entire process of recruitment, duties consist of job posting, hiring, conducting recruitment exams (if any), interviewing and reference check have been completed in effective and timely manner;
  • Arrange schedule of new employee orientation with coordinating with other line manager to foster positive attitude toward organizational objectives;
  • Conducting exit interviews during employee terminations and resignations. In order to determine the reasons or causes behind personnel problems, analyzing the statistical data, draft a report and send to HRM for revision and recommendation;
  • Regular maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, and absenteeism rates;
  • Monitor and track with line manager to update the job descriptions for program and support team; as well as PTO record;
  • Ensure that the organizations and the employee’s interests are protected and the policies/ practices of the organization are legally compliant; all HR practices are carried out as per Room to Read HR Procedures and Policies i.e. Employee Hand Book is fully compliance;
  • Undertake additional duties as required, commensurate with the level of the jobs.
  • Review wage and salary structure, pay policies, employee benefit programs; Security, safety and health program.
  • Assist HRM when there is review, develop and implement effective employee performance management system and train the line managers / supervisors and provide advice and support for performance management issues and assist them in implementing performance appraisal;
  • Assist HRM to implement a training and development process to ensure that appropriate development needs are met on a timely and cost effective basis;
  • Direct a process of organizational development that primarily addresses succession planning throughout the organization;
  • Check and ensure that the Human Resource Information System is accuracy and utilize and feed information for major human resource decisions in the organization;

Qualifications required:

  • Bachelor’s degree of Human resource or business admin or any other related fields;
  • Minimum of four years of professional experience in successful implementation of a wide range of responsibilities in a prior administrative or human resources;
  • Strong verbal and written communication skills in English and local language;
  • Ability to being dynamic and adjust to new organizational change;
  • Ability to work independently, under pressure and after-hours;
  • Understanding labor, taxation law, and other applicable rules and regulations in Laos;
  • Strong commitment to team management approach, interpersonal and negotiating skills;
  • Proven integrity and good character especially in the stewardship of resources, transparency and accountability;
  • Computer literate: Ms Word, Excel, Power Point and any HR Management databases.

Compensation:

The salary range for this position will be determined based upon the experience of the candidate hired.
