International Medical Corps Emergency Program Officer

PROGRAM BACKGROUND The influx of refugees into South Sudan since the start of 2012 has continued to rise dramatically as conflict and hunger in Sudan’s Blue Nile State drive record numbers across the border into South Sudan. The highest numbers have been recorded in Upper Nile State; latest UNHCR estimates indicate more than 110,000 refugees are in Maban County alone.

The majority of the refugees (2,000 arrivals/per day) arriving from the El-Fuj border point have been in poor physical condition after walking for days with limited access to food or water. They are reported as having had to consume leaves and insects during an average 15-day trek to the border. There have been seven confirmed deaths at the site in the past two weeks, five of which occurred on June 8 due to severe dehydration upon arrival at the camp. UNHCR plans to relocate 2,000 refugees a day from Hofra and Kilometer 18 to Yusuf Batil. After relocating roughly 30,000 refugees from the transit site to Yusuf Batil, UNHCR plans on relocating another 30,000 from the Jamam camp to new camps, Batil 2 and 3, after heavy rains flooded the camp late-June.

The relocation of refugees to Batil will swiftly overwhelm the limited existing health and sanitation coverage at the camp. International Medical Corps has therefore been requested to urgently intervene in order to rapidly scale up health and nutrition capacity, including hygiene promotion to cover rapidly increasing needs. The diminishing water levels within all the Maban camps, poor hygiene standards and cross-contamination of water sources after the start of the rainy season have also significantly increased the risk of cholera and other communicable disease outbreaks.

JOB SUMMARY The Emergency Program Officer is responsible for identification, technical and financial monitoring, and successful implementation of the emergency response in Maban County, South Sudan. The Emergency Program Officer works closely with respective staff within IMC Operations Department, to ensure the identification and cost- effective, timely and result based management and implementation of Emergency Projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Identification, development and acquisition of projects - Coordinate with Ministry of Health (MoH), local government officials, UN agencies (specifically UNHCR, UNOCHA, WHO, WFP, UNICEF) in order to obtain data on population needs, broken down by geographical locations and sector (health, watsan, food, NFIs) - Coordinate with INGOs on the ground to obtain information of their activities and collecting data /information sharing - Conduct rapid needs assessment of identified gap area - Develop projects and/or elaboration of projects in cooperation with partner organizations - Design and develop IMCs initial emergency response project proposal in liaison with ERT members

  1. Effective implementation of the Emergency project portfolio

    • Draft up contract agreements with partners, auditors, government representatives
    • Identification of new national staff candidates, technical assistance and consultants and other resources required for project implementation
    • Trouble shooting
  2. Liaison with partner organizations and institutions

    • Support Emergency Team Leader in identifying relevant stakeholders for the Emergency Program (UN, Country Health Teams, NGOs, donor agencies, private sector)
    • Develop working relationships with donor agencies and partners
    • Coordinate activities with similar activities undertaken by other organizations
  3. Contribution towards the development and implementation of the IMC mission and strategy

    • Participate in working groups, seminars, meetings, etc with relevance for the Emergency Program as agreed upon with the Emergency Team Leader
    • Ensure information flow within the IMC system and participate in internal meetings and working groups

QUALIFICATIONS

• A graduate degree from an accredited college or university in International Relations or related field and two years of experience; • Thorough knowledge of acceptable developing country program and project design criteria; • Understanding of health and development concepts in developing countries; • Outstanding organizational skills; • Excellent communication skills, both oral and written; • Excellent self-motivation skills; • Experience in effectively dealing with international and headquarters staff. The ability to deal with a broad spectrum of people; • Ability to exercise sound judgment and make decisions independently; • Excellent ability to handle multiple tasks and many administrative details in a fast paced and constantly changing environment; • PC literate, excellent word processing skills. Proficient in Word, Excel, Powerpoint, and other general experience with software programs; • Extremely flexible, and have the ability to cope with stressful situations and frustrations; • Creativity and the ability to work with limited resources; • Excellent decision making skills; • Must work independently under difficult conditions.

LANGUAGES • Ability to speak Arabic preferred. CONDITIONS • Based in Juba.
