summary
The Monitoring& Evaluation Specialist provides leadership to ChildFund India’s Knowledge Management unit and is responsible for monitoring and evaluation, training and data base management including research, development, statistical analysis and learning functions in ChildFund India’s country programs.
He or she provides high quality technical and analytic services in the development of performance monitoring/ management plans in proposals and for field projects, ensuring compliance with Mission and overall ChildFund requirements and regulations.
The Monitoring& Evaluation Specialist is expected to develop and have the responsibility of smooth execution of the various plan and processes regarding the M&E, Research, training and learning in ChildFund Program. He or She will be responsible for ensuring quality in all programmatic initiatives implemented by ChildFund and partners.
He or she will be supported by a team of professionals in the field of research, training and learning and will actively collaborate with ChildFund M&E teams based in international, regional, and national offices to amplify program quality and impact.
The Monitoring& Evaluation Specialist is a member of the Country Management Team that plays an influential role in setting the direction, pace and culture within ChildFund India.
DUTIES & RESPONSIBILITIES
· Be responsible for leadership of the ChildFund India Knowledge Management Unit. This includes working closely with the International Teams to develop a set of standards, indicators, core guidance and effective practices; and implementing those in projects supported by ChildFund India across the country.
· Develop and execute sound Knowledge Management plans and practices that include having a national M& E portfolio, developing and providing guidance and technical support to the team in the unit, building staff capacity, providing timely support to the team, timely monitoring, financial oversight and evaluation of all our projects.
· Develop and manage qualitative and quantitative monitoring for the program by ensuring data analysis in monitoring and evaluation and maintaining regular reporting.
· Plan and manage internal/external evaluation of the program.
· Represent the organization in external forums through presentations, networking, publications, and engagement in the development discourse.
· Serve as champion for results-based performance monitoring/management based on the development hypotheses and results frameworks. Write M&E sections of proposals, other parts of proposals as needed, adapt and/or develop innovative tools for measurement of progress and achievement,
· Manage a team to execute on an M& E improvement agenda. This includes supervision of staff, collaboration with colleagues across borders, and developing work plans and monitoring their execution and outcomes. It also includes training staff and partners to develop instrumentation and design baseline surveys and provide on-going support to field programs as needed.
· Other tasks as assigned.
QUALIFICATIONS & EXPERIENCE
· Master’s degree in Statistics or similar discipline
· 12-15 years of experience in M& E.
· Demonstrated expertise in a relevant field.
· Proven ability to set strategic direction and develop operational plans
· Demonstrated success in the management and development of dispersed geographic and multi-disciplinary teams
· Demonstrated experience in capacity building of staff, including training, mentoring and coaching
· Demonstrated experience in leadership and knowledge and learning strategies that reach cadres of staff
· Prior experience with sponsorship as a funding mechanism for development programming
· Travel required
COMPETENCIES:
· Knowledge of standards and effective practices across multiple disciplines for M& Research and Documentation.
· Proven ability to cultivate and steward relationships with partners and donors
· Excellent presentation, public speaking and interpersonal skills
· Demonstrated experience utilizing an influential style of leadership
· Strong computer skills, with familiarity in using Microsoft Office suite applications
· Organized, team player, self-starter and results-oriented individual
EDUCATION
  • Post-graduate degree in Statistics
