Program Officer III, Central Support Team/GPM in Washington, DC.

We seek qualified candidates for the 3 month temporary position of Program Officer III, Central Support Team/GPM in Washington, DC.

Position Summary:

  • Post-acquisition integration has given rise to the need for additional support in the Global Portfolio Management (GPM) Group where there is not an existing regional team. In particular, a part time (20-25 hours per week) staff person is needed within GPM to:
  • Represent Global Portfolio Management (GPM) in proposal development in non-presence countries (e.g. where FHI 360 currently does not have a Country Office and corresponding HQ support team);
  • Represent GPM in project start up and project planning for new awards where FHI 360 currently does not have a Country Office and corresponding HQ support team);
  • Support GPM in definition of roles and responsibilities when working with sector-captained proposals and projects in countries and regions where FHI 360 currently does not have a Country Office (but may have a Project Office);
  • Support GPM led activities in the Operations work stream of the transformation, as needed, potentially including Southern Africa Regional Office (SAFRO) start up as needed.

Position Responsibilities:

  • Work with Business Planning and Proposals, Sector Groups, and other Operations Area leadership to provide proposal development support when a Sector is “captaining” (i.e. leading) design of a new project for a new proposal or rebid. This includes development and/or review of management structure proposed, liaising with internal and external audiences, coordinating efforts with field staff, consultants, and partners, and ensuring quality control.
  • Work with Sector staff in planning and implementation for project start-up for new awards where there is currently no existing regional GPM team, particularly in large and complex programs.
  • Represent GPM in development of further clarity with regard to GPM role in countries and regions where there is currently not an FHI 360 country or project office.
  • Support transformation projects within the Operations work stream in coordination with GPM and the Operations Transformation Portfolio Manager. This may include country integration, support for SAFRO start up as needed.
  • Contribute to GPM strategic planning at the regional level focusing on regions that currently do not have a GPM regional team.
  • Build capacity of country offices as needed in implementation of the new operating model.
  • Perform other related duties as assigned.

Minimum Requirement:

  • Masters degree required in one or more area of international development, business, or related area.
  • Minimum 5-7 years of work experience highly preferred
  • Experience living or working overseas or working overseas highly desired
  • Experience in Africa a plus
  • Demonstrated strong oral and written communication skills; professionalism in written and verbal correspondence
  • Excellent computer skills including use of databases, spreadsheets, and proficiency in Microsoft Office suite, shared drives and documents, and open space and/or Wiki technology
  • Sensitivity to cultural differences and political and ethical issues in international development
  • Work independently with initiative to manage high volume work flow and multiple concurrent deadlines
  • Some knowledge of one or more key international development areas such as: HIV/AIDS, reproductive health, family planning, civil
  • French a plus
