Technical, administrative and logistical assistance for the joint Africa–EU strategy support mechanism (JAES SM).

The Joint Africa-EU Strategy (JAES) was adopted in Lisbon on 9 December 2007. Its purpose is to take the Africa-EU relationship to a new strategic level with strengthened political partnership and enhanced cooperation at all levels.

The JAES is formulated in terms of eight inter-related priority areas, also referred to as thematic partnerships: i) Peace and Security, ii) Democratic Governance and Human Rights, iii) Trade, Regional Integration and Infrastructure, iv) Millennium Development Goads (MDGs), v) Energy, vi) Climate Change and Environment, vii) Migration, Mobility and Employment and viii) Science, Information Society and Space. According to the Lisbon Declaration, the Joint Strategy is to be implemented through successive short-term Action Plans (APs) and enhanced political dialogue, resulting in concrete and measurable outcomes and impacts.

The purpose of this project is to provide technical assistance for the implementation of the JAES support mechanism which has the specific objective of improved results-oriented coordination, coherence and visibilityof JAES AP implementation. The JAES SM seeks to provide, on a flexible and demand-driven basis, the necessary targeted technical and administrative support to the implementing actors of the thematic partnerships, with the aim to make the working JAES arrangements more effective and efficient, and to facilitate the delivery of more concrete results.

The Technical Assistance Team comprising 4 key experts will be based in Brussels, Belgium with a regional antenna in Addis Ababa.

Your tasks

The Programme Management and Administrative and Logostical Support Expert will be in charge of the management of the operations implemented under the JAES SM. In particular she/he will follow closely the execution of the planned activities as well as implementation of the technical, administrative and logistical support provided through the JAES SM. He/she will also assist the Team Leader in all programme management related issues as well as in the design and planning of the JAES SM programme’s activities.

Responsibilities of the Brussels-based Programme management expert will include:

  • Supervise the implementation of activities and coordinate the technical, administrative and logistical support provided through the JAES SM;
  • Work closely with TAT staff and key stakeholders to identify, implement and coordinate programme management and administrative support needs on a regular basis;
  • Ensure provision of high-quality technical, administrative and logical support to the JAES implementation structures (iJEGs, JTF meetings, etc.);
  • Managing and coordinating the preparation of content, logistical support and organisation of workshops, conferences and events supported by the JAES SM;
  • Assisting the Team Leader in documenting all relevant results relating to programme management with a view to facilitating the elaboration of programme reports (in particular Inception, Interim and Final Reports);
  • Support to the Team Leader in the overall administration and management of the programme;

Your profile

Qualifications and skills:

• Masters degree or equivalent qualifications in management, economics, business or public administration, finance, development, international relations or a related discipline;
• Sound knowledge of European Commission procedures and in particular EDF;
• Proven excellent report writing and communication skills;
• Fluent in English and French;

General Professional Experience:

• At least 10 years of relevant professional experience;
• At least 5 years of working experience with technical cooperation project management.

Specific Professional Experience:

• At least 3 years experience in project design and management of development cooperation programmes, with preference to EC programs;
• Experience in supervising and coordinating technical cooperation support;
• Experience in management of administrative and logistical support;
• Experience in financial Management and administration of development programmes and projects;
• Experience in procurement according to EC procedures.

Desirable Experience/ Qualifications:

• Prior experience working in development cooperation or in international relations with Africa;
• Good knowledge of the Africa-EU relations and JAES-related interventions;
• Professional experience in the area of performance management;
• Good theoretical and practical knowledge of PCM and RBM.

Assignment period

The intended commencement date is in October 2012 for a period of 36 months.
