Technical, administrative and logistical assistance for the joint Africa–EU strategy support mechanism (JAES SM).

The Joint Africa-EU Strategy (JAES) was adopted in Lisbon on 9 December 2007. Its purpose is to take the Africa-EU relationship to a new strategic level with strengthened political partnership and enhanced cooperation at all levels.

The JAES is formulated in terms of eight inter-related priority areas, also referred to as thematic partnerships: i) Peace and Security, ii) Democratic Governance and Human Rights, iii) Trade, Regional Integration and Infrastructure, iv) Millennium Development Goads (MDGs), v) Energy, vi) Climate Change and Environment, vii) Migration, Mobility and Employment and viii) Science, Information Society and Space. According to the Lisbon Declaration, the Joint Strategy is to be implemented through successive short-term Action Plans (APs) and enhanced political dialogue, resulting in concrete and measurable outcomes and impacts.

The purpose of this project is to provide technical assistance for the implementation of the JAES support mechanism which has the specific objective of improved results-oriented coordination, coherence and visibilityof JAES AP implementation. The JAES SM seeks to provide, on a flexible and demand-driven basis, the necessary targeted technical and administrative support to the implementing actors of the thematic partnerships, with the aim to make the working JAES arrangements more effective and efficient, and to facilitate the delivery of more concrete results.

The Technical Assistance Team comprising 4 key experts will be based in Brussels, Belgium with a regional antenna in Addis Ababa.

Your tasks

Team Leader will be responsible for overall programme management and implementation. The team leader will be managing the Technical Assistance Team. He will also manage the Head office in Brussels and supervise the management of its branch office in Addis Ababa. The team leader will further have to demonstrate the ability to mobilize and manage technical specialists as short term experts for delivering the various technical tasks under each programme component.

In particular, the responsibilities will include in relation with the programme planning, management and reporting :

  • Ensure high-quality and timely preparation and implementation of the JAES SM Work Plans;
  • Ensure programme planning and resource based management of the JAES SM;
  • Ensure a close coordination and regular reporting with the EC (DEVCO);
  • Supervise the long term technical assistance;
  • Overall responsibility for short term technical assistance and managing their outputs to provide support to the JAES stakeholders;
  • Work with key stakeholders to develop monitoring and evaluation (M&E) systems that allow measurernent and assessment of the outputs, outcomes and impacts of JAES AP implementation in the specific thematic partnerships and relating to joint activities;
  • Manage the establishment and operationalisation of the head office in Brussels;
  • Supervise the management of the branch office ir1 Addis Ababa;
  • Preparing a roadmap for the phasing out of the programme during the final year of implementation;


Other responsibilities:

  • Liaise with the AUC Commission, the RECs and engaged African States and EU Member States,
  • Support the identification of areas of common interest between thematic partnerships and ensure coordination and cross-fertilization between the different JAES SM result areas, Assist co-chairs and stakeholders on both sicles of the strategic partnership to prepare and monitor roadmap implementation,
  • Identify best practices and draw lessons learnt from experience and possible improvements in the area of results-oriented programme management for JAES AP implementation,
  • Participate as a resource person in meetings of the SC,

Your profile

Qualifications and skills:
Masters degree or equivalent qualifications in management, economics, law, business or public administration, development cooperation, international relations or a related discipline;
Proven project management skills;
Excellent people management skills to be able to lead, coach and motivate a multicultural team to deliver the required results;
Knowledge of European Commission procedures and in particular EDF;
Proven excellent report writing and communication skills;
Fluent in English and French.

General Professional Experience:
At least ten years of relevant professional experience;
At least five years of working experience in project, people and resources management.

Specific Professional Experience:
At least five years in planning and/or implement ition of multi-sector, multi-stakeholder donors programs;
At least three years experience in program management as team leader in long terni TA donor projects, preferably with the EU;
Working experience of project management tools, in particular Project Cycle Management and logical framework approach.

Desirable Experience / Qualifications:
An official certification in project management would be considered an advantage;
Prior experience working with the European Commission (EC), the African Union Commission (AUC), ACP Secretariat, and/or a Regional Economic Community (REC) in Africa;
Prior experience working in a large supra-national or international organisation;
Good knowledge of the Africa-EU Partnership, Africa-EU relations as well of the ACP-EU framework.


Assignment period

The intended commencement date is in October 2012 for a period of 36 months.
