Technical Advisor, Monitoring & Evaluation in London, UK.

We seek qualified candidates for the position of Technical Advisor, Monitoring & Evaluation in London, UK.

Position Responsibilities:

Based in London three days a week and work closely with the Fund Manager (PwC), DFID and the Evaluation Manager (EM).

Develop a Monitoring & Evaluation (M&E) framework with the EM.

Develop Girls’ Education Challenge (GEC) logframe with Evaluation Manager and DFID and review it on an annual basis.

Review concept notes and full applications (across all three Windows) with the PwC team, applying quality assurance guidelines from Evaluation Manager to check that there is a M&E plan in place (e.g. for collecting baseline data and conducting end of project survey).

Reviewing the project logframes submitted at Full Application stage.

Assessing the Full Applications to ensure that all projects are ‘evaluable’ (in particular, ensure that robust are measures are in place to monitor the outputs, outcomes and impacts from all GEC projects).

Support grantees to conduct their baseline studies and finalize their project logframes following the issuing of the Grant Agreements.

Play a technical role in supporting the implementation and strategic direction of projects at the project level (while the Evaluation Manager provides strategic direction at the GEC level).

Track results through progress reports against indicators in logframe, aggregate and communicate findings to EM through Fund Manager quarterly and annual reports.

Aggregate data for reports to fulfill anticipated requests of the Minister.

Quality assure data in project reports (e.g. project quarterly reports and annual reports) to ensure projects are monitoring key performance indicators and collecting data needed for EM to perform evaluation.

Ensure that in-country technical staff are well equipped to carry out on-site monitoring visits to projects and provide capacity building and training of such as required.

Communicate the M&E strategy and support implementing partners with achieving goals and deliverables (e.g. training and capacity building).

Depending on the finalized role of the Evaluation Manager, the M&E expert may also be asked to assist the EM in the dissemination of the GEC results framework, theory of change, expected outcomes at regional workshops.

To ensure buy-in into the overarching results framework.

Lead and/or strongly collaborate in the organization of:

In-country planning meetings to prepare for project level evaluations

Regional workshops and conferences to share experiences / lessons learned, identify common barriers and interventions, develop common project-level indicators.

Position Requirement:

Impact evaluation, international development monitoring and evaluation experience, development and assessment of logframes, developing theory of change, knowledge of UK-Department for International Development (DFID) a plus.
