MANAGER POWER DEVELOPMENT - 1 POST

REPORTING TO: SENIOR MANAGER RESEARCH

POSITION OBJECTIVE
Preparation and management of power projects development, mostly hydropower; conceptual designs, feasibility studies, detailed design and tender documents preparation; acting as client’s engineer and independent engineer for projects, and technical due diligence assessments for hydropower development to ensure competitive value management to achieve company objectives.
PRINCIPAL ACCOUNTABILITIES:
  • Undertake development of power projects in line with the national priorities as set up in the power system master plan.
  • Conduct feasibility studies which shall include hydrological, topographical, geotechnical, measurements, investigation and analysis, to determine various projects design parameters; including review of available data, information, reports and studies.
  • Coordinate environmental and social studies, as well as economic and financial analyses including power market surveys as input into projects feasibility and design.
  • Undertake development of projects into detailed design, specification and tender documents preparation, commensurate with international practice, in liaison with procurements and projects departments for taking on the tendering and project implementation follow up processes.
  • Ensure comprehensive hydrological and geotechnical risk studies, investigations and management in the high investment capital hydropower project are properly explored, allocated and managed.
  • Provide administrative support for projects development by collecting data, providing project documentation, training staff, and performing other general administrative duties.
  • Develop proposed project feasibilities, design and tendering while insuring the highest standards are maintained and in accordance with set targets, and report on progress in attaining them.
  • Assist in budget implementation, forecasts and administration.
  • Coordinate and manage on-going programs and projects, assigning and evaluating work.
  • Coordinate request Expression of Interest (EoI), Request for Proposal (RfP) for project consultants for the feasibility design and tendering process.
  • Handling ad hoc information request from other department managers or directors, which entail finding data through on line searches or available secondary research sources.

PRINCIPAL PROJECTS ENGINEER - 1  POST

POSITION OBJECTIVE
To assist in matters regarding to management of major construction of Power Generation projects (local and donor funded), including projects procurement and management activities such as client interfacing, control of cost, design and time scheduling programs, contract co-ordination and implementation.
PRINCIPAL ACCOUNTABILITIES
  • Supervision and Project management of major construction of Generation projects (local and donor funded), including projects procurement and management activities such as client interfacing, control of cost, design and time scheduling programmes, contract co-ordination and implementation,
  • Preparation of Technical Specifications, tender documents, tender evaluations, contract negotiations to finalization of power projects and Claims management, in line with user department in compliance with international professional standards in all respect.
  • Preparation of Project’s Terms of References, Expression of Interest and Request for Proposals, bidding documents and evaluations and award of local and donor funded generation projects.
  • Provide professional and technical support to employees and contractors to ensure that project implementation comply with best utility practice.
  • Oversee, plan organize and ensure expeditious execution Power Generation Projects and ensure that projects are carried out according to the schedules, within budget and strict engineering ethics and standards are observed in all aspects.
  • Prepare detailed Procurement proposals for each project module for approval by the respective bodies.
  • Cooperates with leads of other disciplines, resource personnel from Departments of Procurement Management Unit (PMU), Generation, Transmission and Marketing as appropriate, to assure that all applications technical disciplines are properly consulted when making engineering decisions.

POSITION OBJECTIVE
To assist Principal Projects Engineer (Generation) and management of major construction of Power Generation projects (local and donor funded), to ensure that they are completed in time and budget, control of cost, provide electrical engineering expertise in Management of all Projects (EPC, BOT, BOOT etc.), design and time scheduling programmes, Plant start-up, commissioning and Plant Tests, contract co-ordination and implementation.
PRINCIPAL ACCOUNTABILITIES
  • Supervision and Project management of major construction of Generation projects (local and donor funded), including projects procurement and management activities such as client interfacing, control of cost, design and time scheduling programmes, contract co-ordination and implementation, above all, monitor project progress and ensure that projects are completed within the budget.
  • Preparation of Technical Specifications, Check equipment/system specifications and bill of material lists to implement engineering design and modifications, tender documents, tender evaluations, contract negotiations to finalization of power projects and Claims management, in line with user department in compliance with international professional standards in all respect.
  • Directs all engineering activities within Electrical discipline for which he/she is responsible for in accordance with the highest professional and technical standards and ensures that sound engineering concepts are developed and incorporated into all projects.
  • Reviews the technical accuracy and adequacy of, diagrams, drawings, calculations, studies, specifications, bidders’ quotations, and other technical documents involving Electrical engineering matters.
  • Evaluates, selects, and applies standard engineering methods, techniques, procedures and criteria, using independent judgment in making changes, adaptations and/or modifications.
  • Cooperates with leads of other disciplines, resource personnel from Departments of Procurement Management Unit (PMU), Generation, Transmission and Marketing as appropriate, to assure that all applications technical disciplines are properly consulted when making engineering decisions.
  • Consults with Project Managers and the leads of other disciplines with respect to the scope of work, personnel, labour-hour budgets and schedules for Electrical engineering works.
  • Plan, design, develop, coordinate and review complex electrical engineering work, including electrical power systems and/or control design within large power generation plants and high voltage switchyard.
  • Prepare a set of instructions for fabrication of engineered equipment and physical installation and connection of equipment. Instructions are time tested and appear in the form of drawings, specifications, standards, procedures, and lists.
  • Supervise, review and approve one-line drawings, three line drawings and other protection and control schematic and wiring drawings.
  • Review systems calculations such as cable, conduit and electrical equipment sizing, Short circuit load flow & motor starting and power system relay protection set point calculations.
  • Review and comment on vendor documents and manufacturer drawings for power transformers, LV and HV switchgear, Motor Control Centres (MCCs), DC & UPS systems, relay panels, fault monitoring system, electrical control systems, cables and for their conformance with specifications.
  • Provide technical support to construction group and start-up group by answering any design or engineering questions that may arise during execution phase of the project.
  • Participate fully in Design Reviews of all Power plants projects drawings, correct, coordinate and implement.

PRINCIPAL ACCOUNTABILITIES:

To assist Principal Projects Engineer (Generation) in matters regarding management of major construction of Power Generation projects (local and donor funded), including projects procurement and management activities such as client interfacing, control of cost, design and time scheduling programmes, contract co-ordination and implementation.
PRINCIPAL ACCOUNTABILITIES
  • Supervision and Project management of major construction of Generation projects (local and donor funded), including projects procurement and management activities such as client interfacing, control of cost, design and time scheduling programmes, contract co-ordination and implementation, above all, monitor project progress and ensure that projects are completed within the specified time and within budget.
  • Undertake review of technical standards and specifications for design works for all civil engineering undertaken by both consultant and contractor, examine and approve contractors detail design and drawings for compliance with specifications and sound engineering practice.
  • Preparation of Technical Specifications, tender documents, tender evaluations, contract negotiations to finalization of power projects and Claims management, in line with user department in compliance with international professional standards in all respect.
  • Check construction/system specifications and bill of material lists to implement engineering design and modifications.
  • Preparation of Project’s Terms of References, Expression of Interest and Request for Proposals, bidding documents and evaluations and award of local and donor funded generation projects.
  • Coordinate Inspecting and witnessing with Consultant and Contractor’s representatives the Factory Acceptance Tests (FAT) during manufacture of major including equipment structures supplied for incorporation in the Works, as well as ensuring oversees training of Projects staff at the manufacture premises.
  • Monitor project progress and ensure that projects are completed within the budget.
  • Participate fully in Design Reviews of all Power plants projects – civil related drawings, correct, coordinate and implement.
  • Review and verify accuracy of payment invoices of consultants, contractors and suppliers to ensure that payments accurately reflect the cost of the works completed pursuant to milestones or goods supplied.
  • Ensure Engineering activities are in line with project time table and make sure that the interface of the project is achieved and close supervision of commissioning finally handing over of the completed works to the user department.
  • Ensure that health and safety is adequately provided for and observed in the project area according to TANESCO safety rules
  • Ensure that all civil engineering works including foundations and trenches are carried out according to the specifications and observe that no water will be trapped in the trenches during rain season.
  • Prepare weekly, monthly, quarterly, biannual, annual projects progress and financial reports for submission as appropriate to TANESCO and all financing agencies/Development partners. Also prepare Project Completion Report, which outline, inter alia, achievements in relations to objectives and targets of the projects.
MINIMUM QUALIFICATION AND EXPERIENCE
  • Bachelor of Science CIVIL Engineering from a recognized institution. A Post Graduate Degree in Engineering Management (Project Management) /Construction Management will be an added advantage).
  • At least three (3) years’ proven experience in the construction works, amongst, power plant engineering field, experience in power related industry of Project management.
PRINCIPAL PROJECTS ENGINEER (DISTRIBUTION) - POST

To assist in all matters regarding management of major projects in Distribution Lines (local and donor funded), including procurement, coordination with stakeholders, cost control, design, quality control and time scheduling for projects implementation.
 
  PRINCIPAL ACCOUNTABILITIES
  • Overall supervision and Project Management of major Distribution Line projects for timely completion while ensuring value for money.
  • Preparation of Project’s Terms of References, Expression of Interest and Request for Proposals, including evaluations and award for procurement of consultants.
  • Preparation of Technical Specifications, tender documents, participate in tender evaluations, contract negotiations claims management, in collaboration with other stakeholders and in compliance with internationally recognized professional standards.
  • Provide professional and technical support to employees and contractors to ensure that project implementation comply with best utility practice.
  • Oversee, plan organize and ensure expeditious execution of Distribution Line projects and ensure that they are carried out within budget and strict engineering ethics and high level of professionalism.
  • Prepare detailed procurement plan for each project and monitor the project according to the plan as a road map to achieving the project’s objectives.
  • Review of all projects drawings, to ensure that the projects are implemented according to the approved Technical specifications.
  • Provide technical support to construction group and start-up group by answering any design or engineering questions that may arise during execution phase of the project.
  • Coordination with stakeholders like the Ministry of Energy and Minerals, Ministry of Finance, Tanzania Revenue Authority, Donor Agencies, Local authorities etc. on matters related to projects execution.

MINIMUM EDUCATION AND EXPERIENCE

  • At least three (3) years’ proven experience in the construction works, amongst, power plant engineering field, experience in power related industry of Project management.
REMUNERATION
An attractive compensation package based on performance and commensurate with the responsibility will apply to successful candidates. All positions’ terms of employment are performance based contracts.
