Biotech Associate Director - EU Public Affairs

For a dynamic American biotech corporation expanding its team in Brussels, we are recruiting a qualified Associate Director (AD) candidate to help develop and execute successful regulatory policy and payer strategies in Germany & Austria to ensure patient access to treatments for rare diseases. The goal is to advance the EU policy objectives.

Specifically, the AD will assist the GGA (global governmental affairs) team in monitoring, identifying, assessing and communicating policy risks and opportunities in Germany & Austria. The AD will work closely with GGA team in developing strategies and will work closely with the Germany/Austria country manager in support of local strategies and objectives. Successful candidates also will be responsible for regularly communicating advocacy activities to internal stakeholders, and for helping translate relevant policy developments into meaningful guidance and strategic advice to various levels of interested stakeholders within and outside of the company.

Job Responsibilities
As a key member of the Government Affairs team, the AD, Germany/Austria, is required to have a variety of skills and experience and will be responsible for driving the corporate advocacy efforts:
  • Assist in analyzing and developing/implementing recommendations and strategies regarding policy and price/reimbursement issues impacting the product portfolio;
  • Analyze, synthesize and translate information into meaningful decision points, recommendations and strategic tactics;
  • Prioritize tasks, and organize and manage multiple projects while maintaining an understanding of national and global perspectives;
  • Assist in strategy discussions and communication efforts with key government officials in Germany & Austria relating to legislation, regulation and other policy initiatives;
  • Assist in communication and partnership efforts with external local stakeholders including trade associations, patient advocacy organizations, and provider specialty and patient groups, as appropriate;
  • Communicate and partner directly with internal cross-functional teams;
  • Coordinate projects with external consultants as needed or appropriate;
  • Demonstrate ability to take initiative and consistently deliver high-quality work products;
  • Communicate frequently and effectively with manager and identified stakeholders.

Qualifications
A University degree is required. Qualified candidates must be fluent in both German and English; should have a minimum of 2-5 years related experience in public affairs and lobbying at EU level, have an interest to learn and quickly grasp healthcare policy development, local regulatory processes and be able to quickly establish a strong network of contacts and policy makers in this area.

Qualified candidates should possess the following core competencies:

Ability to contribute to highly functioning and geographically diffuse team;
  • Writing: Ability to write, edit and translate policy and business documents (e-mails, memos, and PowerPoint presentations) clearly, succinctly and in a timely manner;
  • Speaking/Presentations: Comfort and ability to present information to large group of internal colleagues, including senior executives, and external audiences in a clear and concise manner.

Logistics
The position is located in Brussels, Belgium office, and will report directly to the Vice President of Global Government Affairs in Washington, D.C., and coordinate with Country Manager for Germany/Austria. Domestic and some international travel required.
