Description
  • The Financial Expert shall be a qualified accountant (Certified Public Accountant with Association of Chartered Certified Accountants or Chartered Institute of Management Accountants, Association of Certified Accountants or equivalent) with experience in financial management, accountancy or audit and accounting and shall be a member of a professional body such as the Institute of Chartered;
  • Applied audit and financial accounting systems development and administration skills in a development programme environment;
  • Detailed knowledge of EDF contract and financial regulations;
  • Computer literacy, including recognised financial management packages used for the production of financial reports with ability to use relational database software;
  • Proven training skills and fluent in both written and spoken English;
  • Coherent report writing skills;

General professional experience;
  • The Financial Expert shall have no less than 8 years of general progressive working experience in financial management in development cooperation programmes/projects;
  • Experience in a Sub-Saharan Africa country shall be preferable;
  • The Financial Expert shall possess at least 3 years of demonstrated experience as head of finance department or similar top finance expert position responsible for management, accounting and information systems for controlling and reporting programme activities, financial forecasts with regard to a project of a similar dimension.

Specific professional experience

  • Specifically, the Financial Expert shall have proven experience of financial management of contracts within a donor funded programme, preferably including EDF financed projects;
  • Proven experience of establishing and developing financial management systems for large decentralised programmes working in public sector;
  • Proven experience of internal audit systems, financial monitoring and financial reporting consistent with the management information needs of a donor funded development programme in a public sector;
  • Proven experience in developing and facilitating financial validation systems through a decentralised team of local staff in a developing country context;
  • Experience of developing and rolling out financial management systems for development programmes;
  • Experience of providing training in the use of financial systems and financial management software;
  • Experience and demonstrated knowledge of EC rules and procedures, including procurement, tendering processes and contracts for the supply of goods and services; and preferably experience in the preparation and financial administration of Programme Estimates.
