Chief Engineer Danish Refugee Council (DRC)
OVERALL OBJECTIVE
The position of Chief Engineer will work under the supervision and direction of Deputy Country Director for DRC Somalia, managing all aspects of Engineer and WASH activities for DRC Somalia programme including the management and training of national staff, contractors and vendors, and budgets.
BACKGROUND
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC aims at integrating its Somalia activities within a wider regional mixed migration programme, comprising the existing programmes in Kenya, Somalia (South Central, Puntland and Somalia), Ethiopia and Yemen. DRC Somalia programme operates within a regional framework (East Africa and the Horn) and incorporates three major components namely, long term community driven development, emergency urban/rural humanitarian interventions and advocacy.
DRC implements longer-term interventions targeted to the development of the economic and institutional capacities of selected communities in rural and semi-urban districts affected by displacement. Internally displaced people, returnees and other groups who are living in urban shanty settlements in abject poverty and with considerable protection gaps are assisted though emergency humanitarian interventions in water and sanitation as well as through income generation and protection activities.
Recognising the link between protection, security and livelihood opportunities, DRC wishes to strengthen community capacities within the area of community-based protection. DRC Somalia will increasingly be focusing on community empowerment and mobilisation – that is, capacity building of community based organisations, community development committees, civil society organisations and traditional organisations to enable them to freely exercise their rights to decide on the design, implementation and evaluation of their own development projects.
KEY RESPONSIBILITIES
The candidate will responsible for:
Project management and quality assurance
• Ensure that the design and implementation of engineering activities contributing to durable solutions.
• Manage and implement engineering projects including the construction of schools, health posts, water supply, sanitation, and irrigation projects.
• Manage and supervise the national engineer and provide technical capacity building of all engineers and WASH personnel in the programme.
• Ensure that quality assurance systems are developed and applied, with particular reference to the HAP Standard, throughout the programme.
• Development and/or revision, implementation and compliance of engineering and WASH standards, policies and procedures.
Capacity building and technical support
• Assess engineering needs and identify problems/gaps and propose/prioritise timely practical actions to respond to particular engineering problems.
• Conduct rapid needs assessments and assist in the development of proposals and budgets for all engineering related projects.
• Develop technical skills of engineering staff and ensure technical quality of all engineer projects.
• Ensure all processes related to DRC organizational policies and governmental requirements are adhered to.
• Provide comprehensive reports for all engineering related activities.
• Collaborate and consult with national authorities, INGOs and local NGOs, and community leaders as necessary.
• Participate in specific interagency meetings related to engineering projects on a regular basis.
QUALIFICATIONS
• MS or higher degree in Civil Engineering with at least 5 years of relevant experience; or a BS degree in Engineering with at least 7 years of relevant experience in infrastructure and/or water supply.
• At least 5 years of experience in rural areas and/or developing countries with infrastructure similar to that of Somalia.
• Significant experience in water supply and sanitation
• Experience in establishing quality control and quality assurance programs and extensive construction project management experience.
• Excellent communication skills (oral & written) in English.
• Experience in training and capacity building national engineers.
• Possess strong analytical and conceptual skills.
• High sense of responsibility and excellent organisational, planning and time management skills.
• Energetic, flexible and willing to work irregular hours.
• A pro-active team player with the ability to achieve results and to mentor and develop staff.
• Good command of computer programs and applications with significant capabilities in computerized database and spreadsheet construction, and their practical application. Knowledge of AutoCAD is required. Knowledge of ArcGIS or other GIS programmes is an advantage.

• Ability and willingness to travel to field sites frequently
• Skilled in human resources management and leadership development
• Able to work in cross-cultural situations with political and cultural environment similar to Somalia

CONDITIONS
Availability: April 2011
Duty station: Mogadishu Somalia (alternatively Hargeisa, Somaliland when insecurity prevents assignment to Mogadishu) with travel to the field sites. Somalia is a non-family duty station subject.
Contract: 12 months with possibility of extension.
