Organizational Setting

The Programme of Action for Cancer Therapy Programme Office (PPO), headed by Head-PPO, reports directly to the Deputy Director General of the Department of Nuclear Sciences and Applications. The objective of the Programme of Action for Cancer Therapy (PACT) is to enable Member States to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact.

The PPO was established in November 2005. The work environment is dynamic, participative and interactive with inputs received continuously from the Board of Governors, the General Conference, policy- and decision-makers, PACT partner organizations and counterparts in Member States.

The Country Liaison Officer reports directly to Head-PPO and closely works with other IAEA staff within a multidisciplinary team involving a Cancer Control Coordinator, a Programme Officer, several Country Liaison Officers, a Health Economist, several Outreach, Partnership and Fundraising Officers, and a number of administrative and general support staff.

Main purpose

As a team member led by Head-PPO, the Country Liaison Officer contributes knowledge and professional skills to the development and implementation of PACT programmatic activities in PACT Model Demonstration Sites (PMDS). This includes: providing advice on the development of the national cancer control programmes (NCCPs); working in collaboration with the Cancer Control Coordinator and the Country Liaison Officers, with the national health authorities and PACT partner organizations in the country, in particular the World Health Organization (WHO); developing and promoting appropriate PACT interventions within a public health model relevant to the needs of low and middle income countries; and, coordinating substantive programmatic initiatives with PACT interagency partners.

Role

The Country Liaison Officer is: (1) a knowledge contributor, providing technical expertise for the development of the NCCPs and drafting technical components of project proposals for PACT Model Demonstration Sites based on well-proven public health models applicable to cancer control, PACT's regional cancer training networks and the Virtual University for Cancer Control and Regional Training Network (VUCCnet), and imPACT needs assessment missions; (2) an active collaborator in the WHO/IAEA Joint Programme for Cancer Control activities and other PACT initiatives; (3) an advocate, assisting in outreach activities and conveying to multiple audiences (Member States, development agencies, cancer leadership organizations, industry and other cancer specialized institutions) PACT's vision and mandate.

Partnerships

The Country Liaison Officer works in close collaboration with staff of the IAEA's Division of Human Health and Department of Technical Cooperation. In international forums, the Country Liaison Officer liaises and collaborates with PACT partner organizations, such as WHO, PAHO (Pan American Health Organization), IARC (International Agency for Research on Cancer), UICC (International Union Against Cancer), INCTR (International Network for Cancer Treatment and Research) and the US NCI (National Cancer Institute), and with national or regional public health and cancer specialized agencies to address emerging cancer issues and facilitate programme development and delivery.

Functions / Key Results Expected

  • Under the guidance of Head-PPO and the PACT Cancer Control Coordinator, plan, draft, coordinate, monitor and evaluate various PACT pilot projects, as well as proposals for PACT Model Demonstration Sites, regional cancer training networks and needs assessment missions.
  • Contribute to the development of sound programmatic initiatives and strategies through which PACT can assist capacity building for cancer prevention, early detection and curative and palliative treatment on a national, subregional, regional or interregional basis.
  • Manage the implementation of imPACT missions and follow-up on subsequent country recommendations and action plans.
  • Research, identify, and assess the potential for PACT collaboration with national health authorities, cancer treatment and research institutes, medical universities and training centres in Member States.
  • Provide technical expertise and advice with regard to public health and cancer control issues to Country Liaison Officers and Fundraising Officers in PPO, and Project Management Officers in the Department of Technical Cooperation, as needed, in their work with Member States.

  • Commitment to IAEA's strategy and priorities relevant to PACT with ability to focus effort and energy on achieving them; understanding of the position of other organizational units and ability to work effectively across organizational and functional boundaries.

Education, Experience and Language Skills

  • Advanced university degree in international development, public health, public/business administration or management.
  • At least 7 years of experience in programme development and management, preferably in an international setting and with a focus on the needs of low and middle income countries.
  • Previous experience in donor proposal preparation, preferably in an international setting related to public health.
  • Excellent knowledge of written and spoken English. Knowledge of any other official IAEA language (Arabic, Chinese, French, Russian, Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 395 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $40 639*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
