Background

Danish Deming Group (DDG), a department within the Danish Refugee Council (DRC), has been present in South Sudan since 2006. Operations began with humanitarian Mine Action (MA) work which is still a major programme sector and which adopts an integrated approach towards communities that includes community liaison, mine risk education, survey, and the clearance and disposal of Explosive Remnants of War (ERW). The overall objective of DDG’s operations has been to support the post-conflict resettlement of refugees and IDPs.

In 2009 DDG began working in the field of Armed Violence Reduction (AVR) in South Sudan, a new sector of activity which responds to the threats posed by the widespread proliferation of uncontrolled Small Arms and Light Weapons (SALW) in South Sudan. Based on high quality research, DDG’s AVR programmes aim to provide innovative solutions to human security problems that complement DRC’s protection work and support sustainable peaceful development.

Following the completion of a pilot project in Eastern Equatoria in 2010, DDG is now expanding its AVR work in the state. This exciting initiative aims to build on the successes achieved so far and expand DDG’s involvement in the areas of conflict management education, cooperation between communities and police, conflict early warning systems and safe SALW management. DDG implements these activities at a grassroots level using its own community driven methodology and at a regional and national level by drawing on the organization’s strong technical skills and experience among staff both in and outside South Sudan. Together, these interventions add value to the work of other agencies by contributing to an environment where long term sustainable development can take place. Recognizing and strengthening the link between armed violence reduction and development is central to DDG’s strategy and DDG constantly strives to improve the way such assistance can be offered hand-in-hand with its own AVR interventions.

Responsibilities
As a key member of the Senior Management Team, the Project Manager will, by working with international and national colleagues, provide leadership and technical guidance to project staff, giving DDG the benefit of a project manager who can grow the organization’s work in existing and new fields.

Specific responsibilities will include:
• Conducting a recruitment campaign and hiring additional local project staff in conjunction with HR Dept
• Assessing training needs of staff and providing and/or planning appropriate courses
• Overseeing day-to-day management of the sub office and residential camp in Torit, liaising with colleagues as needed
• Liaising with government and other agencies to gain agreements and permissions necessary for the project
• Ensuring that security procedures in the sub-office and in the field are followed by all staff at all times
• Managing project and support staff to ensure the timely delivery of project objectives
• Maintaining the standard of programming by the creation of quality tools and materials for the project
• Mentoring and conducting quality assurance on project staff in the field to ensure their continued development
• Monitoring budget expenditure in conjunction with the AVR Programme Coordinator in Juba
• Implementing M&E framework in cooperation with M&E advisors and in line with existing DDG practices
• Reporting on project progress on a regular basis for internal and external purposes
• Other duties as required to contribute to project or programme development

Qualifications and Experience
The successful candidate is likely to have a postgraduate qualification in a field such as international development, law or social sciences. They will not necessarily have a background in security sector development or mine action but will likely have extensive experience in development, protection and/or peace-building with UN or INGOs. The successful candidate will be able to demonstrate proven skills in the areas of responsibilities listed above.

• Ability and commitment to manage, train and develop staff from a wide range of backgrounds
• Ability to work in an unstable environment with basic living conditions
• Ability to confidently self-task in identifying problems and solutions
• Ability to create or replicate systems where necessary in areas such as M&E, budget monitoring, etc
• Enthusiastic team member with good communication skills

Conditions

Duty station: Torit, South Sudan with occasional travel to other areas in Sudan and to HQ in Juba and possibility of relocation to other states subject to operational necessity. This is a ‘non-family duty station’ and applicants must be prepared to live and work in an unstable security environment with limited recreational and social facilities. Accommodation is provided.

Contract: 12 months - with a possibility for extension, subject to funding. Salary and conditions in accordance with DRC’s Terms of Employment for Expatriates (please refer to www.drc.dk under Vacancies). This position will start at salary level B3. The position offers an R&R benefit, in addition to standard vacation and holiday benefits.

Start date: Preferably 15 April 2011 or soon thereafter and subject to confirmation of funding
