ENVIRONMENTAL SPECIALIST Rural Electrification Agency
The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001 No. 75. The REB's main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of rural electrification proj¬ects under several sources of funding (i.e. Government of Uganda, World Bank under Energy for Rural Transformation, (ERT) project, SIDA, JICA, etc.,)
In order to fulfill the above mandate, REA now invites applications for the following posts:
POST; ENVIRONMENTAL SPECIALIST
MAIN TASK:
To monitor compliance of all investment projects in the Rural Electrification Programme in line with environmental and social safeguard policies of the Government of Uganda (National Environmental Management Authority, NEMA) and/or Development Partners.
KEY RESPONSIBILITIES AND DUTIES:
Undertake environmental and social impact studies of the Rural Electrification Projects and ensure compliance with NEMA and donor safeguard policies and requirements.
b) Develop the Environmental Management Plan for each project.
c) Participate in the preparation of participatory based Resettlement Action Plans
d) Continuous monitoring of all REA projects on environmental and social management issues.
e) Prepare Terms of Reference for Environmental and Social Impact Studies of RE projects.
f) Review Consultants' project briefs/reports on environmental and social impact and provide pertinent comments.
g) Review of payment certificates, consultancy fee notes and invoices and recommend appropriate action.
h) Liaising with NEMA and other Government Agencies on environment and social management of the RE projects.

Job requirement
MINIMUM QUALIFICATIONS:
Education:
a) A good Bachelors Degree in an Environmental Sector related field or Bachelors degree in Physical or Biological Science with additional post graduate qualification in an environmental field from a recognized University.
b) A higher degree in a related field will be an added advantage.
Key Experience:
a) At least 5 years working experience of which 3 years must be in the field of environmental and social impact assessment and monitoring.
b) Must have a clear understanding of the environmental regula¬tions related to implementation of electricity projects.
c) Knowledge of environmental and social requirements in donor funded projects like World Bank, NORAD, JICA and AFDB will be an added advantage
