DUTIES AND RESPONSIBILITIES:
Organizational Setting and Reporting Relationships: This position is located in the Central Emergency Response Fund (CERF) Secretariat in the Office for the Coordination of Humanitarian Affairs (OCHA). The Finance and Budget Officer reports to the Finance Officer within the Finance and Administration Section.
Responsibilities: Within delegated authority, the Finance & Budget Officer will be responsible for the following duties:
Contributions:
• Monitors and records extra-budgetary contributions to CERF,
• Identifies discrepancies concerning contributions to CERF and resolves them,
• Serves as financial focal point for all CERF contributions.
Budget preparation:
• Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for CERF projects in the field and for the CERF Secretariat at Headquarters.
• Provides support to managers with respect to the elaboration of resource requirements for budget submissions.
• Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.
• Ensures legislative mandates are accurately translated into programme budgets.
Budget administration:
• Issues request for redeployment of funds when necessary, ensuring appropriate expenditures.
• Monitors CERF Secretariat budget implementation and determines/recommends reallocation of funds when necessary.
• Monitors CERF Secretariat and agency expenditures to ensure that they remain within authorized levels.
• Analyses agency, funds, and programmes CERF expenditure data for trends and adherence to the CERF mandate,
• Reviews Memoranda of Understanding with Donors to ensure their compliance with UN Financial Regulations and Rules;
• Approves all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
• Certifies CERF Secretariat and CERF project expenditures, under rule 105.5,
• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• Prepares relevant documentation with respect to budget performance submissions.
• Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
• Provides substantive support to intergovernmental and legislative bodies.
General:
• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
• Monitors and supervises the work of subordinate staff as required;
• Performs other related duties, as assigned.
Work implies frequent interaction with the following:
Budget, finance, accounts, administrative, program and humanitarian officers in the Secretariat and in the Agencies, Funds, and Programmes;

Formulates effective financial operations through the provision of timely support with respect to a well formulated programme budget proposals, improved administration of approved budgets, improved monitoring of financial expenditures, and improved programming and budgetary practices.

QUALIFICATIONS:
Experience:
A minimum of 5 years of progressively responsible experience in finance, administration, budget, business administration or related area.
Education:
Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Languages:
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of other official United Nations languages desirable.
Other Skills:
Experience using IMIS and the Microsoft Excel on a daily basis, is required.
