Gender Peer Review Consultant United Nations Children's Fund (UNICEF)

The work needs specific technical expertise in gender mainstreaming with strategic thinking and analysis, assessment and evaluation, as well as good writing skill. Estimated Duration of Assignment: 33 working days between mid-March to mid-May (a combination of home-based and in country work, with at least 10-15 days country presence)
Duties and assignments:
1.Agree on the objectives, scope, methodology and expected outputs of the assessment, and which tools will be used (Home based)
2.Review, revise and develop assessment tools to country context (Home based)
3.Gather and conduct desk review for selected documentation materials including the Country Programme documents, Annual Reports and donor reports, etc. (Home based)
4.Inception meeting with all staff to help to initiate office-wide participatory survey and discussion (Country based).
5.Conduct questionnaire survey for S/Ms. Conduct around 10 in-depth interview and/or group discussions
with selected S/Ms and their Implementing Partners (Country based)
6.Further information collection for case studies, process and analysis of data and information (Country based)
7.Draft the report outlines with key findings and proposed recommendations (Country based)
8.Prepare and deliver a one-day training on gender mainstreaming for the Country Office staff (Country based).
9.Conduct an exit meeting with all staff. Briefing staff members on key findings and recommendations of the review (Country based).
10.Incorporate comments and finalize the report. Prepare a presentation on key findings and recommendations (Home based).
Qualifications or Specialized Knowledge /Experience Required
•Hold at least Master Degree in a related field, e.g gender studies, development studies, sociology, economics, law, and or public administration etc.;
•Have expertise in gender equality and mainstreaming;
•Have good knowledge on gender issue, familiar with the situation of girls and boys, women and men in the Timor-Leste context will be an asset.
•Poses good facilitation skills for internal and external consultations;
•Have at least 8 years of relevant professional experience, with previous working experience in the UN or other International organizations on gender mainstreaming a distinct advantage;
•Have strong analysis and good inter-personal communication skills;
•Have a professional command of English, both oral and written, good report writing skills;
