Health Systems Performance Regional Advisors

Abt Associates is currently seeking a Health Systems Performance Regional Advisor candidates for the USAID-funded proposal bid for the Health System Strengthening (HSS) Program Component in Senegal. The Health Systems Performance Regional Advisor supports the Senegal Health Systems Strengthening project by coordinating the planning and implementation of technical assistance activities related to improving management and system performance at regional and district levels in the Kaoloack, Kolda, and Thies regions.

Specific Responsibilities include:
• Working with the district and regional health management teams to strengthen the human resources management system, the logistics system, and the health management information, the quality of care improvement, and to increase the engagement of health committee members.
• Assisting the district health management teams in building the capacity of Health Committees, to provide regular monitoring of health activities, allocation and use of all types of funds.
• Assisting in the identification of local organizations and local government entities (including local government units, regional and district medical offices) for direct funding.
• Assisting the district and regional health management teams to improve the functioning and performance of regional and district health systems, in the context of progressive decentralization of responsibilities for budgeting, programming and executing national programs. This will include assisting in building RHMT and DHMT capacity in programmatic planning and effective use of data.
• In collaboration with the Health Services Improvement Program Component facilitate regular supervision of health center and health post personnel by DHMTs and ensure regular outreach activities by health posts to the community level.
• Working closely with the district and regional health management teams for the implementation and the performance monitoring of the PBF program and to determine and implement meaningful sanctions and awards based on performance.
• Assisting with the development of indicators for PBF related activities,
• Coordinating with the project’s headquarters office in Dakar to mobilize the resources required for the execution of the PBF program in the regions.
• Producing regular status reports about the activities related to the improving of the performance of regional and district systems and to PBF and circulate these to the relevant regional authorities and the project offices.
• Serving as the point person and technical resource to facilitate the documentation and dissemination of best practices related to the improving of the performance of regional and district systems
• Serving as the point person and technical resource to facilitate the documentation and dissemination of best practices related to the PBF program towards the scale-up of the pilot experience.

Minimum Qualifications:

• Masters Degree in Public Health, Health Economics, Management, Business, or other relevant field.
• At least 6 years of relevant professional experience, with significant specific experience in working at the regional and district level of the health system
• Specific technical expertise in planning, budgeting and implementing health programs and the decentralized levels
• Proven leadership working with other technical advisors, experts, and host country staff from the public, private and NGO sectors.
• Demonstrated capacity to develop/implement workplans, monitor and evaluate activities, and reports.
• Excellent knowledge of the Senegalese health system
• Knowledge of innovative health financing approaches, including PBF
• Exceptional interpersonal, teamwork, and partnering skills
