Job Purpose





Assures consistent quality of ADB’s production applications by developing and enforcing good quality assurance best practices; validating processes; providing documentation; and managing quality assurance staff resources. Responsible for documenting, standardizing and managing quality planning, assurance and control including a structured testing framework across all IT applications. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.




Expected Outcomes





a. Quality Assurance (QA)

  • Accomplish QA objectives by coaching, counseling, communicating, coordinating, planning, monitoring, appraising, and reviewing QA practices within the various application development/enhancement teams and/or initiatives.
  • Achieve quality assurance objectives by contributing information and analysis to strategic plans and reviews; preparing and completing annual workplans; implementing quality assurance standards (for in-sourced and out-sourced application development/support scenarios); identifying and resolving quality assurance problems; completing audits; determining QA process improvements; implementing quality assurance change.
  • Meet quality assurance objectives by helping project managers estimate quality assurance requirements for their projects; preparing an annual and/or project budget; scheduling expenditures; analyzing variances; initiating corrective actions (change requests).
  • Develop quality assurance plans by conducting hazard (risk) analysis; identifying critical control points and preventive measures; establishing monitoring procedures, corrective actions, and verification procedures.
  • Validate quality processes by establishing performance metrics; writing and updating quality assurance procedures.
  • Maintain and improve application quality by completing system compliance and surveillance audits; investigating customer complaints.
  • Prepare quality documentation and reports by collecting, analyzing and summarizing information and trends including failed processes, stability studies, and corrective actions.
  • Update job knowledge by studying trends in and developments in software quality management; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations; and maintaining professional certification (ITIL, COBIT, SSBB, CTM, CQIA, etc.).
  • Enhance department and organization reputation by serving as quality assurance subject matter expert on ADB funded initiatives in the region; exploring opportunities to add value to job accomplishments and ADB projects in the region.
  • Interact with the Office of Information Systems and Technology (OIST) Assurance Unit and Portfolio Management Unit to review and enforce the implementation of Application Development controls expected as part of the attestation process, the Project Management Framework and other relevant OIST rules and regulations.
  • Develop and implement usability standards and testing in coordination with other groups within OIST.
  • Coordinate with Infrastructure Support Unit on testing the performance and address supportability issues of the system.

b. Knowledge Sharing

  • Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building

c. Staff Supervision

  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.



Education Requirements





A university degree in computer or software engineering, or related fields, preferably at post-graduate level or its equivalent. Preference to candidates with ISTQB-ISEB certification or equivalent. Project Management Certification desirable.



Relevant Experience and Other Requirements





  • Suitability to undertake the responsibilities mentioned above the required level
  • At least 8 years of project management-related experience in application development, with at least 6 years of which in the area of Quality Assurance
  • Knowledgeable in testing and quality assurance methodologies, tools and techniques across quality planning, quality assurance and quality control.
  • Knowledge and experience of testing tools for planning, executing and monitoring quality control and testing during the entire testing process, specifically automated testing tools
  • Experience with manual testing
  • Experience in Oracle ERP (Financials, HR/Payroll, Procurement, and Projects) is required
  • Experience in Cognos BI, Websphere Portal, and Filenet is highly desirable
  • Experience in deploying one or more metrics and measures techniques such as balanced scorecards, Six Sigma, IT process engineering metrics is highly desirable
  • Excellent client management and relationship skills
  • Excellent oral and written communication skills in English
  • International experience working in several countries
