Project Description:
The overall objective of the assignment is an increased ability of the Government of the Republic of Namibia to pursue a reduction of poverty through fostering rural development, with a particular focus on the promotion of rural economic growth.
The purpose of the project is to develop relevant capacities among key sector stakeholders through the design, development and realisation of a Rural Development Sector Programme. Consequently, the expected results are twofold:
- sustainable and enhanced capacity of sector stakeholders to develop, implement and monitor a Rural Development Sector Programme;
- Participatory and ongoing dialogue among sector stakeholders based on regular sector performance assessments and regular sector reviews.
Position: Key Expert 1 - Team Leader
Duration of the assignment: full time, 18 months
The Team Leader's experience will include a primary focus on support to the design of sector programmes along the 5 Key Assessment Areas (KAA's): sector policy and strategy, sector budgeting and MTEF, sector coordination, performance monitoring and capacity development.
Requirements:
- At least a Master's Degree or a post-graduate Degree in a relevant field, e.g. economics, public finance management, development studies.
- A minimum of ten years relevant work experience in developing countries, at least five of which has been in Africa.
- At least five years' experience as a Team Leader and demonstrated ability to lead and manage a team of experts.
- Proven experience in the design of Sector programmes in the rural development sector or similarly complex sectors.
- Highly conversant with the EC Guidelines on Support to Sector programmes.
- Demonstrated ability to engage and coordinate a multi-sectoral group of stakeholders in an institutional adjustment process pertaining to sector programmes.
- Demonstrated skills in facilitating sector-programme processes among a large group of stakeholders.
Position: Key Expert 2 - Rural Development / Agriculturalist
Duration of the assignment: full time, 18 months
The Rural Development/Agriculturalist's experience will include a primary focus on agriculture and rural development sector content and opportunities.
Requirements:
- At least a Master's Degree or post-graduate Degree in a relevant field, e.g. rural development, agriculture, economics, development studies.
- At minimum of ten years relevant work experience (rural development or agricultural projects or programmes) in developing countries, at least five of which has been in Africa.
- Proven experience in the development of rural development strategies focussing on rural economic activities.
- Proven experience in mobilising and supporting non-state actors and parastatals in the analysis of sector SWOTs and resulting strategic planning.
- Proven experience in advising governments on rural development/agricultural issues.
