Project/Proposal Summary:
The USAID-funded Business Plus Initiative (BPI) is designed to support an enhanced role for the private sector in Mongolia’s economic growth by complementing and supporting the Government of Mongolia’s (GOM) strategy to advance the objectives of improved implementation of business enabling policies; strengthen private sector capacity and competitiveness; and increased financial sector capacity and enabling environment. This is an approximately $19.5 million, five-year program.

Position Summary:
The M&E Specialist will be based in Ulaanbaatar and will work closely with other team members in the implementation of activities related to monitoring and evaluating the project. The M&E Specialist will provide support for all aspects of the Performance Monitoring Plan (PMP) and other M&E activities of the project.

**This is a local position. Only Mongolian citizens will be considered.**

Responsibilities:
• Develop and maintain the performance tracking systems;
• Support the collection of data on progress indicators and manage their representation in the annual periodic reporting documents;
• Gather, analyze, and process data relevant to the indicators set in the PMP;
• Provide M&E best practice guidelines to improve project delivery and respond to project needs;
• Develop a Performance Monitoring Plan (PMP) in collaboration with key clients and stakeholders;
• Conduct and facilitate field monitoring and ensure compliance with M&E project based systems;
• Provide M&E capacity building for staff, counterparts, and beneficiaries as demanded by the project;
• Serve as the technical expert on M&E, draft reports, data collection and interact with USAID as required;
• Use qualitative and quantitative skills in assignments that clarify the intended results of programs and projects.

Qualifications:
• A degree in a relevant field with a minimum of 3 years of experience in monitoring and evaluation;
• Professional experience in performance monitoring, including experience in M&E exercises for an international organization;
• Thorough knowledge and understanding of development and data collection and analysis techniques;
• Strong interpersonal skills to maintain good relations with relevant partners and public officials, USAID, and international and domestic NGOs working in the area of economic growth.
