POST-CONFLICT AND DISASTER MANAGEMENT SPECIALIST – ASSOCIATE

Tetra Tech ARD (www.ardinc.com) is a leading service provider in Land Tenure and Property Rights (LTPR) for the United States Government. Its LTPR work includes land policy, land tenure (legal) reform, conflict and dispute resolution, land market development, land reform and resettlement, land administration, land use planning and natural resource property rights and governance. Gender and issues related to vulnerable populations cross-cut the sector.

Tetra Tech ARD has an immediate opening for a qualified specialist to work in areas of post-conflict and post-disaster situations on assessment and design of program interventions. This specialist will have knowledge and experience in areas of rule of law, conflict management and mitigation, formal land dispute resolution, alternative land dispute resolution, resettlement, formalization and other interventions that help create stability and restore livelihoods in the wake of conflict and disaster. This person will be an active member of Tetra Tech ARD’s LTPR Sector and may be located in either our Burlington, Vermont or our Arlington, Virginia office. The person occupying the Virginia based office will play a strong networking role with Tetra Tech ARD’s partners and other Washington, DC based organizations.

Responsibilities Include:
* New business development (marketing and proposal development), contract oversight and management, and strong financial management oversight.
* Application of rule of law, conflict management and mitigation, land dispute resolution, resettlement and formalization to land tenure and property rights project design and implementation
* Design and contribute to strategies advancing land tenure and property rights within Tetra Tech ARD’s LTRP sector and with Tetra Tech ARD’s other sectors including agriculture and economic growth, environment and natural resources, democracy and governance and water resources and infrastructure.
* Technical support via short-term or long-term international assignments or in a home office advisory capacity

Essential Qualifications
* Master’s degree in political science, law, anthropology, sociology, economics, or related social science field
* Demonstrated excellence and qualifications in designing and implementing programs that mitigate conflict, halt resource grabs, facilitate resettlement and promote restoration of livelihoods for peace and stability.
* Minimum of 7-15 years professional international experience, preferably in long-term fieldwork capacity.
* Experience with new business development and project oversight of USAID and/or MCC contracts.
* Previous experience managing integrated teams (e.g. Chief of Party, Country Director or Team Leader)
* Demonstrated writing ability, oral skills and previous successful proposal development.
* Demonstrated ability to multi-task and work in multi-disciplinary, cross-cultural and team situations
* Speaking and reading proficiency in a foreign language, French, Arabic or Spanish highly preferred;
* High level proficiency in MS Office applications;
* Energetic and enthusiastic collaborative team player;
* Must be comfortable working in a fast paced and sometimes intense work environment;
* This position requires 30% international travel to developing, post-conflict, and transitioning countries.
* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
