Physical Planner / Shelter officer (Roster) United Nations High Commissioner for Refugees (UNHCR)

BACKGROUND

UNHCR is looking for competent International Physical Planner/Shelter Expert for its worldwide Roster. The aim is to fill these posts with motivated, professionally qualified candidates. Roster candidates must be prepared to serve in field locations, particularly in hardship and/or non-family duty stations.
The candidates should demonstrate integrity, professionalism and respect for diversity. Recruitment is based on professional experience and educational background, commitment, flexibility, analytical and creative thinking ability, team spirit and communication skills.

JOB DESCRIPTION

1. Provide technical input related to physical planning, site selection/ development, infrastructures and shelter with due consideration to water, sanitation and environmental concern to the operation, implementing partners and other agencies involved in assisting persons of concern to UNHCR and design refugee sites in accordance with selection criteria and technical requirement.
2. Work with Implementing Partners in the design and formulation of activities in line with cost effectiveness, technologically sound and socially appropriate solutions for the above mentioned activities. In case of direct implementation, design site plan and supervise construction activities undertaken by UNHCR in the refugee camps and other identified locations;
3. Assess the needs and resources of refugees in terms of shelter with participation of the community and taking into consideration the implementing partners’ views and in defining appropriate solutions;
4. Provide inputs for formulation of project submissions to address the needs, taking into consideration the technical standards (UNHCR/Sphere/National) and UNHCR protection mandate and policy priorities, such as environment, women and children, groups with specific needs etc;
5. Undertake the identification of refugee and IDPs hosting sites and plan for the development of appropriate infrastructure in consultation with the national and local authorities and following UNHCR standards and policies;
6. Make recommendations on the procurement of all the required physical planning-related and shelter materials, equipment and tools to ensure timely implementation of plans and functioning of the camp/site facilities. Ensure implementation of works related to the infrastructure and shelter with due consideration to water, sanitation and environmental issues;
7. Provide technical guidance and supervision in camp/site construction and related activities. This includes developing standard designs for refugee shelter and providing technical details on layout of the camp site (streets, alleys, drainage, etc.) and bill of quantities;
8. Assist the UNHCR office in close monitoring of the camp/site development activities and the construction work undertaken by implementing partners with the aim of accomplishing the task in the most effective manner on agreed time schedule and in conformity with the set guidelines and principles in accordance with the overall objective of the UNHCR operation plans;
9. Liaise with the other UN agencies, Government ministries and implementing partners in order to coordinate activities encompassing camp/site planning, shelter and other infrastructures including roads, culverts in the camps;
10. Regularly liaise and coordinate with the sector specialists and host authorities and other agencies and maintain close working relationship with the specialists in the region and at Headquarters through coordination and information sharing mechanisms;
11. Perform other related activities as deemed relevant by the Representative and the Head of UNHCR offices in the field.

REQUIRED QUALIFICATIONS AND EXPERIENCE

1.University degree in civil or structural engineering with additional training/ experience in rural development and physical planning. Advance university degree in the above fields is an asset.
2.At least ten years of previous similar job experience including five years in technical/managerial international position.
3.Ability to manage and lead a group of technical experts
4.Ability to coordinate with technical counterparts, NGOs and local authorities;
5.Ability to communicate well in English (French, Spanish, Russian, Arabic as they may require);
6.Be able to produce technical workplan;
7.Be able to assist in producing camp/shelter strategies in line with UNHCR policies;
8.Capable of working in harsh climatic and political environment;
9.Ability to guide a technical team under tense emergency situation; and
10.Capable of respecting cultural habits.
