Specialist, Enabling Environment for Sustainable Enterprises (P4)

The Small Enterprise Programme of the ILO seeks to unlock the potential of creating more and better jobs in small businesses - a sector where the bulk of employment is being provided. The programme is working with governments, social partners, the private sector and individuals on improving the business environment, delivering entrepreneurship education and training, integrating small entrepreneurs into local and global value chains, and improving workplace practices (for more details see www.ilo.org/seed).

The programme is looking for a new specialist to lead the work on policy, legal and regulatory issues that influence the conditions for the establishment and growth of small and medium enterprises. This is done through applied research, technical advice, and the delivery of training and other support to ILO constituents, practitioners and policy makers.


Key technical duties

Advocacy: Develop evidence based recommendations to policy makers and social partners on how to improve the enabling environment for sustainable enterprises. This includes:

  • assess the policy environment, organize related research, translate findings into policy advice, define implementation strategies, promote evidence based advocacy and deliver related capacity building,
  • promote the use of the “EESE” methodology (Enabling Environment for Sustainable Enterprises) which is a tool to build the capacity of social partners and to develop policy advice based on an analysis of the business environment,
  • evaluate efficiency and effectiveness of ILO interventions in this field based on quantitative outcome and impact indicators and take any corrective measures needed.

Resource mobilisation: Raise funds from public and private donors, especially

  • maintain regular contacts with key donors and inform them on progress made,
  • identify potential new donors and initiate contacts with them,
  • formulate and submit project proposals and negotiate funding.

Knowledge Management and Communication: Maintain regular communication with policy makers, donors, and development practitioners, and follow what they are doing in the area of enabling environment

  • supervise information dissemination via different channels (web site, publications),
  • represent the ILO at international and national conferences and fora, further sharpening the profile of the ILO in the specific area.
Qualifications requirements:

Education

Advanced university degree in Economics or a related field with demonstrated expertise in the field of enterprise development.

Experience

Eight years’ experience in the field of enterprise and private sector development at the national level or five years at the international level. Proven track record as a fundraiser and demonstrated experience in applying project cycle management.

Languages

Excellent command of one working language of the Organization (English, French, Spanish) and good knowledge of another; one of the languages should be “English”.

Technical Competencies

Ability to: synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, project proposals, policies, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in member States; produce reports and evaluate and monitor technical cooperation activities and projects. Excellent writing, communication and presentation skills.

Behavioural Competencies

Strong client orientation; strong orientation to learning and knowledge sharing, negotiation skills, ability to make authoritative judgments; strong relational skills to ensure effective coordination with partners from different sectors and countries.
