KOSOVO: Technical Advisor to the President
The National Democratic Institute (NDI) anticipates a nine-to 12 month program of technical assistance and training to the Office of the President of the Republic of Kosovo, and is seeking a technical advisor to implement the program. The program’s objectives are to introduce and/or improve strategic planning, organizational structure, internal communication, external communication, and event management. The program will consist of training, technical assistance, simulation exercises, and possible exchange with counterpart offices in the region. The position is based in Pristina, Kosovo and requires full-time residency from October 1, 2011 through July 15, 2012.
Responsibilities:
- Designing and overseeing the implementation of a program workplan based on a NDI assessment of the Office of the President conducted in July 2011.
- Establishing baseline indicators and end-of-program results against program objectives.
- Managing key NDI relationships--in close consultation with the NDI/Kosovo Resident Director--including those inside the Office of the President, and external actors, in particular the U.S. embassy, concerning this program.
- Organizing and coordinating training and simulation events by securing buy-in from key staff in the Office of the Presidency.
- Working with the NDI/Kosovo Resident Director and NDI/DC to identify and manage short-term experts in such areas as strategic planning, communications/media relations, information technology.
- Sourcing staff exchange with other presidency offices in the region.
- Providing daily mentoring to staff in the Office of the Presidency on real-time managerial, administrative, and communications issues.
- Drafting all internal and external reporting required by NDI and the donor
- Monitoring progress toward end-of-program results.
- Drafting articles on the program for publication by NDI.
- Organizing an end-of-program evaluation of progress in meeting stated objectives.
Experience Required:
- Ten (10) years of professional experience, to include at least five years management experience (cumulative) in a public sector executive branch or legislative office.
- Strong oral communication, writing, and political skills. Demonstrated ability in teamwork and collaboration.
- English language fluency.
- Living or working experience outside of the U.S. preferred
Required Skills
- Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy makers
- Excellent oral communications skills to effectively present information, respond to questions and negotiate
- Competency in one or more areas of NDI’s functional programs, in addition to a highly developed knowledge of the assigned region’s political environment and people
- Analytical skills for interpreting complex program and political issues and to think innovatively and introduce new concepts
- Strong writing skills, clear and persuasive and experienced enough to edit all types of team documents
- Functional network of significant contacts and political leaders
- Ability to manage, lead, inspire and motivate staff where results are clearly beneficial
- Experience in program design and how to strategize
- Working knowledge of PC-based word processing and spreadsheet applications
- Seasoned budget and accounting skills
