Organizational Setting and Reporting

This position is located in OCHA Libya country office, located in Zarzis, Tunisia. The Assessment Expert will be accountable for completion of the terms of reference to the OCHA Head of Office based in Zarzis. Regular contact with the ACE team in Geneva is also required.

Responsibilities

The Assessment Expert will perform and carry out the following specific duties and responsibilities: 1) Facilitate the inter-agency Assessment Working Group and assist the Inter-cluster Coordination Group in assessment planning and data harmonization; 2) Implement the HCT strategy for assessments, support quality control and appropriate monitoring of data collection on humanitarian needs, coverage and gaps; 3) Implement and promote the provisional Operational Guidance for Coordinated Assessments in Emergencies developed by the IASC Needs assessment Task Force; 4) Support the maintenance of the Libya Humanitarian Dashboard; 5) Undertake necessary assessment preparedness activities, especially at the multi-cluster level; 6) Lead and/or otherwise facilitate multi-cluster assessments and promote the effective use of assessment results to inform decision-making; 7) Provide technical support to clusters and agencies for the harmonization and consolidation of assessment data and facilitate agreement on tool/methodology/questions to be used in the event of a disaster; 8) Undertake capacity-building, as needed, on rapid assessment methodologies and skills-development and support, where relevant, the development of inter-cluster needs assessment capacity to assess and monitor ongoing humanitarian needs, coverage and gaps; 9) Develop lessons-learned and best practices to be documented and shared with ACE Geneva and OCHA Libya office.

Competencies

Professionalism: Knowledge of a range of humanitarian assistance, emergency relief and related human rights issues, including approaches, methodologies and techniques for coordinating assessments. Analytical capacity and in particular the ability to organize the collection and analysis of humanitarian needs and response data. Ability to identify issues and judgment in applying technical expertise related to humanitarian assessments. Ability to evaluate and integrate information from a variety of sources and present it in a clear and consolidated manner to inform decision-making. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). Qualifications / Experience

Education: Advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, information or communication studies, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: At least seven years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, international development, rehabilitation, or other related areas. Experience of needs assessment and/or monitoring in humanitarian contexts, including field experience is essential.

Language: Fluency in written and spoken English is required; knowledge of Arabic is an advantage.
