TITLE: Associate II, and Country Director, Senegal

REPORTING TO: Director, Reproductive Health Services and Research; and Director, International Support.

LOCATION: Dakar, Senegal

JOBS SUPERVISED: Office Manager and consultants

ASSIGNMENT LENGTH: Two years, renewable by mutual consent and availability of funding.

JOB DESCRIPTION SUMMARY:

The Population Council is seeking an experienced reproductive health and family planning professional leadership for its programs in Senegal and other countries in the region. This position will be responsible for the overall management and implementation of Population Council programming, research, capacity building and policy efforts primarily in Senegal, with a focus on expanding access to quality family planning services and reducing maternal mortality and morbidity. Program activities include but are not limited to addressing unmet need for family planning services, reaching youth and other vulnerable populations, provision of new and underused contraceptive methods, and the abandonment of female genital mutilation/cutting.

RESPONSIBILITIES:

1. Supervise the development and implementation of reproductive health operations research and program evaluation activities in Senegal and, as opportunities arise, in other countries in the region.

2. Develop proposals to donors to fund new and innovative program efforts for Senegal and other countries in conjunction with local partners and Council colleagues.

3. Ensure reproductive health project goals and milestones are met efficiently and effectively, in accordance with project budgets and work plans.

4. Develop the research capacity of national counterparts by providing technical assistance.

5. Communicate information on reproductive health program activities, study findings, and best practices at international as well as regional, national, district, and community levels by:

• Presentations at international meetings and conferences.

• Compiling and writing donor reports, papers of publishable quality, summaries, and related products that efficiently enhance the exposure of reproductive health policies and practices.

6. Supervise the financial and administrative management of the Council office in Dakar to comply with budgetary allocations, donor requirements, and Council policies.

7. Serve as the Council's official representative for business matters in Senegal.

8. Contribute to the improvement of reproductive health and family planning in Senegal through liaison with the Ministry of Health, related agencies, relevant donors, and other partner institutions.

9. Ensure the integration of program efforts on important and relevant issues by collaborating with program colleagues and other Council staff.

Qualification:
1. Ph.D. or MD/MPH and 6 years of relevant experience. Doctoral degree preferred in public health, social science, public policy, or related field. A satisfactory combination of experience and educational background will be considered.

2. Extensive experience in family planning, reproductive and maternal health programming in Senegal and/or other countries in the region.

3. Strong quantitative and qualitative research skills.

4. Excellent representational, communication and interpersonal skills.

5. Fluency in French and English, including both verbal and written.

6. Experience working with donors, including governments and foundations, and managing donor requirements.

7. Cultural understanding of Senegal and the region combined with thorough and current knowledge of issues in family planning and maternal health in Senegal. Senegalese national preferred.
