Afghanistan System Development Advisor- Procurement

Average salary up to US$120,000/annum plus allowances based on relevant qualifications and work experiences

  1. Organizational Context

The Ministry of Communications and Information Technology (MCIT) is the specialized governmental body of Afghanistan in Communications and IT sector, established with the objective of implementing the Afghanistan Government policy in this sector. The mission of the Ministry is to create solid grounds that will ensure the effective and efficient development of the telecommunication sector and transition to the Information Society in Afghanistan.

Procurement directorate is responsible for the acquisition of goods and services as well as other things such as the vendor payments, their reimbursements and developing the contacts of these vendors.

On behalf of the Ministry Communication and IT, CTAP is now seeking to fill the position of Human Resource Advisor to work in the Ministry of Communication and IT Human Resources Directorate. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

  1. Position 2.1 Nature and Scope of Assignment

System Development Advisor- (Procurement) is responsible to standardizes the sector and making preparation based guidelines for procurement law affaires the procedure is lead by the ministry of finance and train the procurement workers in preparation, arrangement and adjustment of papers and responsible for the stabilize of the procurement department.

2.2 Duties and Responsibilities

Working with the Heads of Procurement Directorate, manager procurement, with assistance from the CTAP Capacity Development Team and other relevant staff and advisors. The system development advisor will: • A review of existing procurement manual is needed. • Conduct Workshops on Procurement for staff are required. • Standardize procurement system • Develop a standard for announcement of projects • Develop project evaluation report templates for the Directorate of Procurement • Develop a standard procedure for LC (Letter of Credit) • Develop online payment system • Quality Control procedures for National and International Procurements • Develop mandates for national and international procurement • Cooperation and making plan of procurement

2.3 Deliverables

The deliverables of Expert on procurement affairs are: • Standardization of procurement processes to adhere to the world best procurement standards, such as World Bank. • Implement control systems and streamline processes to ensure highest levels of transparency and most efficient monitoring, dynamic monitoring and audit. • Implement systems and introduce processes that will increase efficiency in the procurement and do away with backstopping. • A skills development system for staff with procurement related responsibilities including training needs analysis, sourcing and management of training delivery

2.4 Skills, Experience and Qualifications Required

The successful candidate should have the following skills, experience and qualifications:

• Master’s in Business Management, Commerce, Economic or any other related field. • Fluency in English. Dari & Pashto knowledge would be preferred • Minimum 8 years of experience of which at least 5 years must be in the related duties & responsibilities mentioned above. • Ability to focus on and follow through priority activities and assignments. Ability to handle effectively multiple tasks without compromising the quality, team spirit and constructive working relationships with all colleagues. • Ability to actively seek and improve services, offer new and different options/initiatives to solve problems and meet client needs, and promote and persuade others to consider new ideas. • Previous experience in under-developed, insecure or post-conflict environments is favorable. • Understand the procedure and procurement law of Islamic republic of Afghanistan and international law • Full knowledge of work bank and donors procedures All reports are to be written in English, although local language capabilities would be an advantage in achieving the project objectives. In preparing their bid consultants should maximize their time in country during each visit to minimize travel cost and travel time.

Afghan expatriates and nationals of countries in Afghanistan’s region are especially preferred for this position.

Afghan expatriates who currently hold MCP Employment Contract are not eligible to apply for CTAP Positions.
