Director of Strategy – Partnership Planning Cycle

The Global Office of Strategy Management (GOSM) is an established unit in the WVI Global Center. The GOSM’s role includes the facilitation of strategy formulation, tracking strategy execution/performance and strategy learning throughout the Partnership. The GOSM is designed to be a team of senior professionals, each tasked to support part of the GOSM’s overall mission. The Director of Strategy - Partnership Planning Cycle is a critical member of this team. As the GOSM moves into FY10 they will work with the Partnership Leader for Strategy in supporting all aspects of the Partnership Planning Cycle, specifically leading the develop of the Global Intent Guidance and Global Investment Guidance, coaching and mentoring the Regional Directors of Strategy as they implement the RWGs. This work entails understanding the Partnership Planning Cycle (PPC), and all entities roles within it, and being able to provide advice, support and technical expertise to groups as they align. This includes oversight and implementation of the Portfolio Management and Resource Allocation (PMRA) methodology for the Partnership. This position will also support all aspects of the implementation and monitoring of the Partnership Strategy under the oversight of the PL for Strategy and the COO.

The purpose of this position is to facilitate the Partnership Planning Cycle through the Partnership Strategy Network as it relates to their specific activities and support the implementation and measurement of the Partnership Strategy. The position will work with the PL for Strategy and the ROSM Directors to ensure that the Regional Working Groups are well supported, and that the Global Intent Guidance and Global Investment Guidance are drafted, reviewed by appropriate stakeholders and distributed in a timely and accurate manner. The position will support the role out of the Partnership Strategy and its monitoring. The position is a key resource person for the Partnership Strategy Network and will be responsible for maintaining the RWG handbook, the NO Office toolkit, the PMRA methodology and the monitoring system of the Partnership Strategy. This position will coordinate all the analytical work of the Business Analysts ensuring the work load is appropriately spread and that key deadlines are met.



KEY RESPONSIBILITIES:
      Provide support and coaching to relevant stakeholder within the GC, SO’s and regions in the implementation of the Partnership Strategy -
    • Planning Cycle including advice on alignment of activities, guidelines, and work plans

      Build capacity of the ROSM’s to run RWGs and Virtual Investment Reviews:
    • Develop materials, briefings, systems and processes for Regional Working Groups/ Virtual Investment Reviews
      Create buy-in across the partnership for RWG and ROSM role within RWG
      Ensure dissemination of RWG/VIR materials across Partnership
      Evaluate effectiveness of RWG/VIR within Partnership and seek ways to continually improve and refine the process to effectively reach the desired results.

      Assist ROSMs to develop and monitor strategy
    • Support ROSMs with materials, processes and systems for them to develop and monitor strategy including ongoing roll out of the - Regional Strategy toolkit and the NO strategy toolkit
      Provide capacity building to ROSM for strategy role including mentoring, coaching and feedback
      Liaise with PL for Strategy and Regional Leader on capacity needs of ROSM
      Provide oversight to ROSMs in the alignment of strategies both within their operations and across ministry and functional areas.
      Review strategic alignment with Partnership Strategy and provide feedback and inputs, as needed.
      Learn from ROSMs, shared emerging best practices and ensure cross fertilization between regions
    • With the GOSM Business analysts, and in concert with the PL for Strategy, continue development and implementation of the PMRA methodology, ensuring further refinement and enhancement according to lessons learned Ensure the Global Intent Guidance and Global Investment Guidance is coordinated with key stakeholders and delivered to ROSM and SO OSM according to the timing of the Planning Cycle
    • Leads the engagement with the PMRA working group
    • Liaise with the GOSM strategy specialists in the areas of ministry, scenario planning and Support Office engagement. Provide leadership to the specialist supporting the PPC.

      Provide continuity between the GCPC and the RWG through the following:
    • Responsible for collating globally focused RWG recommendations
    • Supports the PL for Strategy to negotiate responses from appropriate GC leadership for globally focused RWG recommendations
    • Work with Global Finance to ensures that GCPC and RWG inform each other and that inconsistencies are analyzed and advice provided to PL of Strategy on appropriate resolution
    • Ensures that GC responses to the RWG recommendations are provided in a timely manner to the ROSM
    • With GOSM business analysts, monitors the record of all RWG recommendations over each planning year, providing input to the EGOLT meeting on key outstanding issues.
    • Work with the GOSM Ministry Specialist to support the GC IMS and Partnership Ministry communities of practice to participate in the Partnership Planning Cycle. Provide timelines and mechanisms for IMS input to PPC to the Ministry specialist who owns that primary relationship
    • Work with the GOSM Scenario Planning Specialist to support the GC Scenario Planning through appropriate stakeholders as an input to the Partnership Planning Cycle. Provide timelines and mechanisms for SP input to the PPC to the SP Specialist who owns that primary relationship.
    • Work with the GOSM SO Specialist to support the SO’s throughout the Partnership to participate in the Partnership Planning Cycle. Provide timelines and mechanisms for SO input to PPC to the SO specialist who owns that primary relationship
    • Undertake further development of the PPC in collaboration with the Partnership Strategy Network under the oversight of the PL for Strategy

      Support the role out plan for the Partnership Strategy.
    • Establish and maintain a monitoring system to track implementation and execution of the Partnership Strategy.
    • Ensure that changes in landscape, performance or changes to entity priorities are considered against the Partnership strategy and make recommendations made for changes.

      Supervise technical staff within the GOSM in the following areas:
    • GOSM Business Analysts – provide oversight, supervision and coaching to GOSM Business Analysts in the area of portfolio management and in all areas related to the Partnership Planning Cycle, in collaboration with the PL for Strategy
    • Facilitate a learning environment in strategy across the Partnership Planning Cycle

      General:
    • Support the strategy change management process including engagement with Partnership key leaders
    • Provide inputs to PL for Strategy as required, including providing briefing, developing materials and recommendations and serving as a sounding board on key decisions.
    • Perform other duties as assigned.
    • Work collaboratively with OSM team members when assigned to work as part of a team.
    • Attend and participate in the leadership of daily devotions and weekly Chapel services.

      Technical Competencies:
    • Strategic Planning Knowledge and skills: Demonstrates an ability to perform strategic business planning including identifying existing and emerging issues of strategic importance, overseeing analysis, strategy communication and opportunity recognition. Skills in developing position papers using research and strategic thinking is required.
    • International Development: Strong knowledge and understanding of humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global and local contexts. Understanding WV current ministry and operations is critical.
    • Finance and funding Knowledge: Applies understanding of the broad financial basis of the organization, strategic resource allocation, and understanding funding model.
    • Biblical Scripture Knowledge: Demonstrates knowledge of biblical scripture by accurately applying biblical scripture in decisions, recommendations, and actions.
    • Business Know-How: Applies a broad-based understanding of key business fundamentals with knowledge of World Vision’s organization, strategic relationships, and the business/political environment.     • English Language Proficiency: The ability to speak, understand and write fluently in English.

      Education/Experience:
    • Broad and deep experience in several functions, esp. on international development and management and cross-functional senior management experiences within WV (e.g., ND or Operations Director); 5 years.

      Working Environment/Conditions:
    • Standard office experience.
    • Travel required – up to 30%
