FOOD SECURITY AND LIVELIHOODS HEAD OF PROJECT

ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger, misery and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focusnutrition, health, food security and water and sanitation

ACF-Spain Is looking for a Food Security and Livelihoods Head of Project in Syria.

Main objectives:

• To implement the project on integrated approach oriented on improvement of food security conditions of targeted beneficiaries (70 % of them Iraqis refugees and 30 % vulnerable hosting population) by implementing vocational training and food security activities, namely: cooking skills, hygiene practices and food diet diversification.

• To implement the project according to project cycle management tools and ACF Food security technical policy.

• To train the newly recruited team, especially on the notions of project cycle management and Livelihoods/vocational training interventions to guarantee the correct planning and implementation of the project as well as future projects. Focusing on the Assistant Head of Project, the person should be trained in order to achieve nationalization of the position.

• To participate in the design of future ACF interventions in the country together with HoM, HoB, FS Coordo and HQ.

Responsibilities

• Project Cycle Management : Implementing the VCT project, counting with the resources and the partners (human, material, financial services). Ensure that all the steps of the project are agreed with local authorities, partners and all other stakeholders.

• Representation and Coordination: Ensure and maintain the working relationship with the local partner. Holding regular meetings with his/ her team and mission coordinators. Participate in meetings with the relevant stakeholders concerning education sector

• HR management and Training (in coordination with HoB and Log/Admin) : Participate together with HoB and Log/Admin in the recruitment of the mission vocational training national staff. Participation in the design of job adverts and job descriptions. Train the Assistant Head of Project aiming at nationalization of the position

• Reporting and Capitalisation: Reporting monthly activities and preparing internal (APR) and donor regular reports on the on-going project. To prepare concept paper and proposals according to the other project ideas and financial opportunities. Capitalize all the project experiences and lessons learnt

• Program development and strategy planning: Assess the pertinence and feasibility of other interventions in the area. Participate in the overall mission strategy paper, in coordination with the rest of the team.

• Admin/Finance/Log (in coordination with HoB) : Ensure the supervision and control of expenses related with the activities of the project. Ensure the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement, visibility

Profile

• Degree and/or Master Degree in Education, Socioeconomist, International development, Political science or International Relations. • Previous experience in the humanitarian field as project manager or similar (at least 2 years) and preferably with ACF; • Good experience in project cycle management, • experience and technical knowledge in implementing vocational training. • Diplomatic, patient, professional and very transparent. • Team spirit and good communication skills. • Organized and rigorous. • Ability to coordinate with different actors. • Monitoring and evaluation skills. • Culturally sensitive, and able to understand and work in a very sensitive political context such as the Middle East. • Capacity to work with the teaching staff and the pedagogical services of the local partner through a planned and flexible method. International driving license (not compulsory). • Languages: English (compulsory working language, spoken, read and written), French, Spanish a plus & Arabic useful

We offer

• House and maintenance cover by the organization. • Formal contract of work. Forecast duration • Salary: from 1200 € to 1840€ gross per month according to candidate’s previous experience + responsibility plus (according to standard list of ACF- Spain • ACF- Spain remuneration system allows a salary progression based on the annual development appraisal • Travel costs to and from the mission. • Per Diems. • 25 working days of holidays per year. • One week of breaks, (including travel cost to the reference zone, and 200 Euros to pass the week of break). • Travel and accident insurance and repatriation on account of the organization. • Extra per month and per child (Under 18 years old)

Face to face interviews to be held in Madrid. Travel costs are initially on account of candidates, they will be reimbursed just in case of successful applications.
