Norway Climate Change Advocacy Adviser
Climate Change advocacy is one of NRC’s three main advocacy priorities, together with humanitarian access and housing, land and property. Since 2008, NRC has been an active advocate on displacement linked to climate change, particularly with respect to gaps in protection. NRC and the Internal Displacement Monitorign Centre (IDMC) have published leading reports, is the provider of global estimates for annual displacement by natural disasters, and supported the high-level international Nansen Conference on Climate Change and Displacement in 2011 and the resulting Nansen principles. NRC will continue to invest in climate change advocacy related to displacement with a strengthened focus on climate change adaptation and the protection of people at risk of, or displaced by, natural disasters. NRC will also increasingly invest in developing an evidence base for its advocacy through linking Country Office experience to advocacy priorities.
The Advisor shall actively work towards the achievement of NRC’s mission statement as outlined in NRC’s Policy Paper, Guidelines and Plans of Action. The Climate Change Advisor is part of the Advocacy and Information Department (AID) and will work closely with IDMC, the IPD Technical Support Section and Country Offices. The Climate Change Advocacy Adviser reports to Head of Advocacy Section, Advocacy and Information Department (AID)
Job description Lead development of an NRC Climate Change and Natural Disaster Advocacy Plan in coordination with IDMC. Work closely within the Advocacy Section and with IDMC to strengthen country advocacy support and efficient information exchange across NRC. Lead research processes and the product development on climate change and natural disaster hazard related displacement. Represent NRC in forums and workshops, and draft speeches and talking points for NRC representatives, including the NRC Secretary General. Design and agree pilot projects with relevant Country Offices and IDMC to strengthen NRC’s evidence based advocacy on climate change adaptation and natural disaster hazard related displacement. Training and fundraising is also a part of this position.
Qualifications Postgraduate level degree or equivalent qualification in social sciences, humanitarian/human rights law or politics At least 5 years of experience from high level international policy and advocacy work on displacement and climate change, humanitarian/human rights, natural disasters, or disaster risk reduction. At least 3 years of experience working in complex emergency or humanitarian contexts with an international, government or non-government organisation Proven experience representing an NGO, donor or UN agency Proven experience coordinating research and publications Experience in drafting speeches, talking points, web stories and position papers Experience working on humanitarian reform and protection Experience in coordinating projects or initiatives across organisations and coalitions Strong planning and administration skills including knowledge of computer-based planning and administration tools Excellence in verbal and written English, preferably working knowledge of French, Arabic or Spanish Political and cultural awareness Flexible and it helps with a good sence of humour.

We offer Commencement: 1. October 2011 Contract period: 12 months with possible extension, depending on funding
Salary/benefits: Within the range for Advisers and according to NRC’s general directions for staff employed at HQ (which comes to approximately 390 600-440 900 NOK all inclusive)
