Job/Research Summary
The Joint Institute for Strategic Energy Analysis (JISEA) conducts leading-edge interdisciplinary research and provides objective and credible data, tools, and analysis to guide global energy investment and policy decisions.

To achieve this objective, the JISEA brings together leading analysis capabilities and uses its knowledge assets to conduct seminal research, synthesize and interpret results, and communicate findings and energy policy and investment implications to decision makers.

Job Summary: The Deputy Director will substantially contribute to the further development of JISEA sponsorship and programs and provide thought leadership for research areas. The Deputy Director will support the JISEA in the development and administration of programs, projects, and procedures. The Deputy Director will define and lead complex analytical activities and programs, including internal and external teams of partner and affiliate institutions, industry stakeholders and/or partners to inform and address key local, regional, national and global issues in support of transforming the global energy economy to one of true sustainability. This position may also include a Joint Appointment (up to 20%) with Research Fellow and/or Adjunct Professor at University of Colorado Boulder Law School.

Job Duties
Lead development, implementation and dissemination of JISEA research and support the JISEA in the development and administration of programs, projects, and procedures, including securing diverse and sustained funding. Lead and manage multiple, highly analytic teams with diversity of functions, reporting to the Executive Director. Conduct technically sound and quantitatively structured analysis in conjunction with other analysts, external experts and stakeholders, including analysis of policy and market options, costs and benefits, and policy and regulatory structures.

Support the Executive Director in developing both general and study specific sponsorship, through engaging with interested parties to frame issues and analysis research needs, and present JISEA approaches and capabilities. This position will be responsible for defining effective approaches to addressing a variety of analytic issues important to the JISEA strategies and programs, for outlining specific analytic plans, and for directing and insuring the execution of major studies. These studies will involve leading the efforts of teams at foundational partner and affiliate institutions as well as other external experts as appropriate.

These activities will draw on the incumbent’s knowledge of state-of-the-art analysis tools and methods, knowledge of sustainable energy technologies and program activities, as well as on the ability to lead the development of and apply new methods and tools as appropriate to the problem. The activities will also rely on the incumbent’s experience in program and project leadership and client engagement.

Required Education and Experience
Relevant PhD and 15 or more years of experience or equivalent relevant education/experience.

Or, relevant Master's Degree and 18 or more years of experience or equivalent relevant education/experience.

Or, relevant Bachelor's Degree and 20 or more years of experience or equivalent relevant education/experience.

Required Knowledge, Skills and Attributes
Expert understanding and application of project management principles, concepts, practices and standards. Expert knowledge of technical field and related disciplines. Often exhibits an exceptional degree of ingenuity, creativity and resourcefulness.

Additional Required Knowledge, Skills and Attributes
Acts as principal project leader for JISEA. Has responsibility for mentoring study team leaders in overseeing all projects and project plans within the JISEA, including conducting periodic assessments and corrective actions on projects. Assists study team leads with teaming needs for the JISEA in coordination with the JISEA Executive Director.

Develops external funding sources, including new policy, market, and/or technology analysis projects.

Acts as liaison with JISEA partner and affiliate institutions, and supports the Executive Director in publically representing the JISEA and engaging with sponsors and funding institutions.

Designs and develops highly complex research analysis methodologies, techniques, models, processes and communications. Provides strategic analytic leadership in defining effective approaches, outline plans and ensure execution.

Exhibits an exceptional degree of ingenuity, creativity, and resourcefulness. Applies and/or develops highly advanced technologies and concepts.

Advises the Executive Director on feasibility of technology directions and market, economic and/or partnership potentials in sustainable energy areas.

Doctoral Degree and 10 years experience or equivalent relevant education and experience
