Description:
The Senior Technical Advisor will serve as the lead technical advisor and trainer for one or more Freedom House programs assisting human rights defenders and media organizations in protection strategies and advocacy. Training of Pakistani organizations and media outlets will be the initial training program for 2011-2012. The Advisor must have knowledge and practical experience with national protection mechanisms and laws as well as civil society self-protection measures. He/she will be based or otherwise report to Freedom House's Washington DC Office, with international travel to conduct trainings and liaise with local partners. Travel to Pakistan will not be required, unless security conditions improve significantly. Instead, training will be conducted in a third-country location. The initial length of the Senior Technical Advisor position is 6 months and continued employment is contingent upon funding.

  • Provide thorough assessment of the physical and informational security needs of human rights defenders and journalists who work in hostile operating contexts and are under threat of violence
  • Work closely with local partners and contribute to the development of organizational security plan/create relevant protocols and infrastructure
  • Conduct targeted trainings on security and protection for human rights defenders and journalists through seminars, workshops, and webinars
  • Create training manuals/resources for human rights defenders and journalists targeted towards the specific local, national, and regional context
  • Collaborate closely with the Advocacy Department and the Senior Program Manager to develop advocacy initiatives to engage national and international human rights mechanisms in the protection of HRDs and journalists
  • Design and lead of training on protection measures, including physical and digital security, for journalists and human rights defenders, formulating advocacy positions and supporting advocacy efforts to promote better protection of defenders and journalists at the domestic and international forums, and advising Freedom House partners in enhanced protection strategies overall
  • Ensure that best practices and experiences are documented and shared between local partners as well as Freedom House programs

Qualification:
  • Bachelor's degree in human rights, conflict-mitigation, political science, anthropology or related field, Master's degree preferred
  • Strong ability to communicate effectively in English both verbally and in writing (particularly in report and grant proposal writing)
  • At least five years work experience in democracy promotion, human rights defense, and/or international advocacy for protection of HRDs and journalists
  • Grant management experience, ideally with both USG and private-funded projects
  • Demonstrated experience in developing country-specific security strategies (physical and informational) and leading related trainings
  • Excellent communication, including presentation, and people and conflict resolution skills
  • Must demonstrate attention to detail and produce error free work in a fast paced environment
  • Ability to work effectively to meet set goals in a deadline-driven environment
  • Strong ability to apply effective organizational and multitasking skills to meet deadlines
  • Excellent inter-cultural communication skills/cultural sensitivity and the ability to forge strong cross-cultural relationships and build trust demonstrated through previous intercultural experience
  • Demonstrated ability and success in managing a diverse range of external partnerships
  • Strong team player with the ability to closely collaborate with DC-based Freedom House programs, field staff, other INGOs, and stakeholders
  • Experience with Pakistan or similar operating environments preferred
