Organizational Context
IFAD is an International Financial Institution and a Specialized Agency of the United Nations whose mission is to enable poor rural people to overcome poverty. IFAD’s headquarters is in Rome, Italy, and its staff work with poor rural people, their governments, communities and organizations in more than 80 countries to develop and finance programmes and projects aimed at increasing rural productivity and incomes.
Division Context
Under the general supervision of the Director of the Policy and Technical Advisory Division and the direct supervision and overall guidance of the Senior Rural Finance Adviser, the role of the Technical Adviser is to support the functions of (i) quality enhancement of IFAD supported projects and programmes, (ii) the PTA Management Support Unit on country programme designs and concept notes of the Operational Strategy and Policy Guidance Committee (OSC), (iii) policy updates and operational guidance, (iv) project implementation progress and supervision, (v) learning and knowledge management, (vi) international cooperation and partnerships.
Duties and Responsibilities
The Technical Adviser will support the Programme Management Department (PMD) and cooperate closely with the colleagues of PTA, the Financial Assets, Markets, and Enterprises (FAME) Unit, the Senior Rural Finance Adviser, other relevant IFAD Departments and those of major stakeholders and partners working on rural finance.

The incumbent will (i) provide state-of-the-art professional advice throughout the project cycle (i.e. identification, conceptualization, preparation, project design and implementation), from result-based Country Strategic Opportunity Papers (RB-COSOP), OSC Concept Notes, project design and Quality Enhancement (QE) to implementation support and direct supervision of projects; (ii) share knowledge in an effective and systematic way within IFAD, with IFAD partners, and with the public, and strengthen innovation and up-scaling of innovation in projects and country programmes; and (iii) participate in temporary task teams to review and refine procedures, e.g. in the QE process.

The Technical Adviser shall carry out the specific duties and responsibilities described below:

• Provide up-to-date professional advice to improve the capacity of IFAD and its partners to design, implement and monitor projects and programmes that promote pro-poor access to sustainable financial services
• Play an active role in the IFAD QE process as an internal reviewer, panellist, and/or lead adviser, as requested
• Participate in country programme management teams (CPMTs), provide technical assessments and recommendations, and conduct in-field monitoring and supervision of IFAD loans and grants involving rural finance
• Support the activities of the IFAD Rural Finance Thematic Group (RFTG) and the implementation of its annual work plan, including effective knowledge management and production of operational guidelines
• Contribute to the formulation and revision of policies, strategies, technical notes, and operational guidelines for IFAD’s rural finance interventions and support the implementation of the IFAD learning strategy on in-house knowledge dissemination and external capacity building programmes
• Develop, pilot, supervise and manage innovative, catalytic interventions in rural finance relevant to IFAD’s target group funded through the various IFAD grant windows
• Coordinate IFAD’s work in rural risk management, particularly on initiatives to increase the access of IFAD’s target group to index-based insurance products
• Further develop and maintain active partnerships with technical centres of excellence in rural finance, insurance, and risk management, particularly among the other Rome-based UN agencies, and represent IFAD in international fora on rural finance
• Perform any other tasks related to the FAME Unit agenda (FAME Unit Performance Framework 2010-2012), as requested by the direct supervisor and Unit Head.
Education and Experience
• Advanced university degree, preferably at MBA, in at least one of the following disciplines: Business Administration, finance, economic sciences, or international relations.
• At least eight years of professional work with relevant experience in rural finance and small enterprise development.
• Experience, preferably within an international financial institution, in the development, implementation, performance monitoring, and supervision of rural finance initiatives, particularly using such tools as the MIX Market.
• Demonstrated experience, preferably within international financial institution, in innovative areas of rural finance such as remittances, weather index-based insurance and microinsurance, and agricultural value chain financing.
• Demonstrated experience and results in resource mobilization in a variety of public and private contexts.
• Familiarity with the key regional and global centres of excellence in rural finance.

Other Information
