Brief description: Making British International Development Policy more focused on boosting economic growth and wealth creation is one of the six priorities of DFID’s Strategic Reform Plan. The private sector is key to delivering this objective. The focus of DFID’s Private Sector Development Advisory Cadre is to support developing countries develop market systems that work better for the majority of the population.

“It is my intention to recast DFID as a government department that understands the private sector, that has at its disposal the right tools to deliver and that is equipped to support a vibrant, resilient and growing business sector in the poorest countries.” Secretary of State, October 2010, LSE

The private sector is the engine of innovation, investment and growth. Vibrant competitive markets populated by dynamic private companies offer the most effective way to create wealth, jobs and prosperity for all on a sustained basis. The key factors involved in ensuring market systems work effectively are sound macro-economic management, openness to trade, access to financial services, stable political environment. Such an environment should offer safety, security and protection of property rights, and laws and regulations that are efficiently implemented, and which encourage domestic and foreign investment.

The focus of DFID’s Private Sector Development Advisory Cadre is to support developing countries develop market systems that work better for the majority of the population.

DFID Advisers are expected to play a major role in:

  • Analysis and the formulation of policies for country aid strategy, working with other DFID advisers, programme managers, researchers and consultants.
  • Identification, design, commissioning and monitoring the implementation and impact of projects, programmes and policies in areas covered by DFID’s professional advisers on agendas such as wealth creation, pro-poor growth, hunger, climate change etc.
  • Establishing close and constructive relationships with the private sector, country partners, government at different levels, key international players, Foundations and bilateral and multilateral aid agencies – in-country, at headquarters, regionally or internationally, civil society, research organisations, and academics.

Examples of potential roles in the UK and overseas include but are not limited to:

  • Private sector development in fragile and post conflict states
  • Internet technologies and development
  • Infrastructure and private sector development
  • Trade and market development

DFID is particularly keen to encourage applications from people with private sector experience to apply for these roles.

  • A2 Private Sector Adviser – Overseas Territories Department (based in East Kilbride). This is a particularly interesting role.
