Project Description:
In June 2008 IFES was awarded a three-year contract with USAID, named the Support to the Electoral Process in Afghanistan (STEP). The STEP team is tasked to provide support to the Independent Election Commission (IEC) of Afghanistan in its long-term capacity building and other areas of operation. Current end date of the project is September 2011.
Job Responsibilities:
The Procurement Specialist is required for a period of up to two months and will be based in Kabul, Afghanistan. Reporting to the IFES Chief of Party (or designee), the consultant will serve as an advisor to the Independent Election Commission (IEC). The specialist will support the development and proper updating of an Asset Management Plan, Inventory System, and Procurement Plan. The specialist will support the IEC at a pivotal transition period when the Commission is transitioning from a predominantly internationally funded body to Afghan funded, whereby some tasks previously catered for by IFES will be the sole responsibility of IEC.

Responsibilities:

• Develop/Update a system for departmental inventory for basic office supplies, beginning with high priority departments;
• Review current Procurement Plan and Asset Management Plan and update as necessary;
• Plan and implement a series of relevant capacity development workshops to build IEC capacity in inventory, asset management and procurement;
• Assist the IEC with the development of maintenance plans;
• Ensure that procurement complies with GoA and IEC laws, regulations and procedures;
• Contribute to the production of weekly, monthly and quarterly reports;
• Other duties as assigned.
Qualifications:
• B.A ./ B.S. in Business Administration, Management, Logistics, Operations required; Advanced University Degree (Master or equivalent) in relevant field preferred;
• Candidates should possess at least six years of progressively responsible relevant professional experience within operations, logistics, or grants and contracts including inventory control, procurement, planning, budgeting, and staff capacity development; Candidates with Bachelor’s degree should possess at least eight years of experience;
• Demonstrated capacity development experience, in particular working in post-conflict or complex humanitarian environments;
• Demonstrated organizational, supervisory and interpersonal skills; Experience at the international level, especially in international organizations desirable;
• Knowledge of USAID Rules and Regulations a must;
• Afghanistan experience highly desirable;
• Fluency in written and spoken English is essential; knowledge of Pashto or Dari is highly desirable.
