Citizen Moblization Specialist

In response to a USAID Request for Application, IFES has proposed to hire a Citizens Mobilization Specialist who will be based in Dakar, to lead the civic education efforts during the 2012 electoral process in Senegal. He/she will be an experienced electoral support professional, familiar with West African electoral processes and political contexts and capable of rapidly integrating a multicultural and multidisciplinary team of local and international staff and consultants.

IFES will recruit and deploy the Citizens Mobilization Specialist during the first month of the project (expected in April 2011). **** The CMS will be expected to remain in-country for 15 months ****

The CM Specialist will support the IFES Senegal Chief of Party in implementing and managing the project. He/she will report to the COP while maintaining a close relationship with the USAID focal person.
Job Responsibilities:
• Lead the assessment of existing civic groups representing women, the youth, the disabled and the war displaced in the project target regions;
• Design the IFES citizens mobilization strategy under this program and supervise its implementation;
• Assist CSO partners in designing their civic education and voters’ mobilization plans;
• Provide long-term capacity building to CSO partners in citizens mobilization techniques and message development;
• Represent IFES in forums and meetings relative to its civic and voters’ education strategy and tools under this program;
• Develop monthly and quarterly reports in relation with Under-Represented Citizen Mobilization activities;
• Develop monitoring tools and a monitoring plan of Under-Represented Citizen Mobilization activities to be used by partner CSOs as a guideline;
• Assist the COP in the overall management of the IFES program in Senegal;
• Provide managerial supervision to the IFES Program Officers based in Casamance and Kédougo.
Qualifications:
- Complete fluency in French and English (both oral and written)
- At least 5 years experience in citizens mobilization activities
- Experience working on USAID-funded projects highly desirable
- Experience working with electoral management bodies and/or civil society organizations required
- Working and living experience in West Africa desirable
- Strong oral and written communication skills
