II. Organizational Context

Under the guidance and direct supervision of the Chief Technical Advisor, the Program Associate provides leadership in execution of services in the DG Unit related to the Rwanda Peace Academy project. S/he will have responsibilities for providing assistance to the daily implementation of the program and financial administration. S/he supports the design, planning and management of the country program by managing data and facilitating program implementation. The Program Associate promotes a client-oriented approach consistent with UNDP rules and regulations.

The Program Associate works in close collaboration with the operations program and project teams in the CO and UNDP HQs staff for resolving complex program-related issues and information delivery.

III. Functions / Key Results Expected Summary of Key Functions:

Administration and implementation of program strategies, adapts processes and procedures CI Support to management of the CO program

Administrative support to the DG Unit and effective liaison with other UNDP units including Operations on matters related to the Rwanda Peace Academy.

Support in creation of strategic partnerships and implementation of the resource mobilization strategy

Facilitation of knowledge building and knowledge sharing

1.Ensures administration and implementation of program strategies, adapts processes and procedures focusing on achievement of the following results:

* Presentation of thoroughly researched information for preparation of CCA, UNDAF, CPD, and CPAP, effective application of RBM tools and establishment of management targets (BSC). Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database.

* Presentation of information/ reports for identification of areas for support and interventions.

* Implementation of the CO partnerships and resources mobilization strategies, preparation of reports.

2.Provides effective support to Rwanda Peace Academy Project focusing on the achievement of the following results:

* Presentation of thoroughly researched information for formulation of country program, preparation of project documents\' drafts, work plans, budgets, proposals on implementation arrangements.

* Provides daily support on timely execution of program approved workplans;

* Provides substantial inputs to the preparation of quarterly, semi-annual and annual reports.

* Provides substantial inputs to the preparation of terms of reference for consultancies related to the project.

* Manages procurement requests by the Implementing Partner to UNDP for goods and services on behalf of the Rwanda Peace Academy project and liaises effectively with UNDP\'s procurement unit.

* Initiation of a project, entering project into Atlas, preparation of required budget revisions.

* Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.

* Provide required support to the CTA in organizing/conducting program activities.

* Assist the National Project Coordinator (NPC) in managing the program\'s financial matters.

* Maintaining accurate financial records of the program as required by UNDP.

* Assist the NPC in administering the proper usage and maintenance of project assets.

* Maintain an up-to-date inventory of project assets for audit purposes.

* Assist in monitoring the progress throughout the program phase, including following up on performance indicators/ success criteria, targets and milestones.

* Analysis of the situation in program, identification of operational and financial problems, development of solutions.

* Preparation and conduct of audit of NEX projects, implementation of audit recommendations.

* Collecting and gathering required information, data for program activities/initiatives throughout the program phase.

* Assist in preparations for project missions and subcontracted program activities.

* Prepare and process travel requests

* Supporting other programme-related activities as required by the CTA.

3. Provides administrative support to the DG Unit related to the Rwanda Peace Academy Project focusing . on achievement of the following results:

* Proper control of the supporting documents for payments, review of NEX projects Financial Reports.

* Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas.

* Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.

* Effective liaison with other UNDP units including Operations, Finance, HR, Procurement etc on matters related to the Rwanda Peace Academy

4. Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

* Analysis of information on donors, preparation of donor\\\'s profile and database, establishment of contacts with donor counterparts.

* Assist the CTA in coordinating the exchange of information among program partners. LI Liaise effectively with the RCO, UNDP Communications Officer and media to ensure public relations support and coverage of the project\'s profile raising activities..

* Assist in the preparation of proposals for additional funding especially proposal budgets.

* Participate and support OneUN processes pertinent to the project, including attending and taking minutes of key meetings that the CTA is not able to attend.

* Represent the Rwanda Peace Academy\'s interests at key donor/partner meetings when the CTA is not able to attend.

* Track and report on mobilized resources.

* Prepare and submit financial requests to the Country Office with complete package of supporting documents.

5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on
achievement of the following results:

* Ensure maintenance of the project\'s files/documentation on the DGU and Common Servers.

* Synthesis of lessons learnt and best practices in the project.

* Sound contributions to knowledge networks and communities of practice.

IV. Impact of Results

The key results have an impact on the overall CO efficiency in program and success in implementation of program strategies. Accurate analysis and presentation of information enhances UNDP. position as a strong development partner. The information provided facilitates decision making of the management.

VI. Recruitment Qualifications

* Education: University Degree in Business or Public Administration or equivalent.

* Experience: 5 to 7 years of progressively responsible administrative or program experience is required at the national or international level. Experience in donor or UN organizations would be an asset. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

* Language Requirements: Fluency in national language of the duty station and good working knowledge of English.
