Job summary

The Programme Officer co-ordinates activities undertaken within the Programme Coordination Unit through providing strategic inputs and administrative, financial and logistical management support, to ensure the smooth and successful operations of the division.

Particular emphasis is placed on facilitating the institutionalisation of results-based management principles into the work of GIDD, including focusing on demonstrating and quantifying its results and impact.

The post-holder is expected to work closely with colleagues in other sections to ensure that effective Divisional co-ordination facilitates the delivery of their programmes to member Governments, as well as facilitate co-ordination across the Secretariat, including through representing the Division on relevant committees and in meetings.

Task description

· Divisional Budget and Financial Management

Support and coordinate the management of the divisional budget process, in particular:

o Liaises and maintains close relations with the Financial & Management Information Section to facilitate efficient financial management of the division.

o Maintains divisional project expenditure records to monitor spending and facilitate the smooth expenditure of the divisional budget, including Extra Budgetary Resources.

o Produces divisional financial reports including monthly updates, quarterly expenditure reports, forecast expenditure reports.

o Coordinates divisional budget reallocation and re-profiling exercises.

  • Project Coordination and Promotion of RBM

o Promotes the development and implementation of Results Based Management principles and best practice in international development.

o Provides support on developing monitoring and evaluation frameworks and in the development of qualitative and quantitative indicators.

o Assists in the development of and contributes to the smooth running of the Secretariat Project Information Management System (ARTEMIS).

  • Communication

o Facilitates the documentation of Divisional best practice including highlighting areas that showcase the Secretariat’s comparative advantage.

o Coordinates the divisional newsletter and contributes pro-actively to other research and documentation initiatives highlighting the Secretariat’s work on governance.

o Drafts articles on the divisional programme of work for publication on the Secretariat’s website and other relevant places.

  • Mainstreaming

o Coordinates with the Youth Affairs and Social Transformation Programmes Divisions and with the Human Rights Unit to facilitate the mainstreaming of the cross-cutting issues of Gender, Youth and Human Rights in GIDDs programmes.

· Divisional management and operations

o Drafts results-orientated contributions to the Secretariat wide reports (including Six-Monthly Reports, Annual Performance Reports).

o Drafts short policy briefs on the work of GIDD; Contributes to the preparation of briefs and other documentation for senior management, preparing talking points and contributions when necessary.

o Assists in the timely preparation of the Annual Programme Workplans and Annual Divisional Workplans.

o Provides input to the strategic development and operational functioning of the Division.

o Coordinates the project management of the “Supporting Public Sector Development Programme” (“Programme Coordinators Budget”) including through drafting project documentation for entry into the Information Management System (ARTEMIS), making payments on project implementation using the CODA financial system, and coordinating with Human Resource Section and Finance department on the issues related to contract management and finance

o Represents the Division in Budget Officer’s and other cross-Secretariat meetings; represents the Programme Coordinator in their absence.

o Performs any other duties as may be required.
