Job Summary

As a member of STPD’s Senior Management Team, the Head of Health Section provides leadership and strategic direction to the Health Programme, overseeing annual planning, personnel and financial management, and supports efforts to increase the coherence and efficiency of the Division’s outputs. Under the 2009-2012 Health Section Strategic Plan, this requires the Head to oversee the development of a work programme focused on delivering clear outcomes, based on a rigorous programme of wok.

The Head of Health is expected to develop and maintain a network of partners from a range of organisations and work closely with other Divisions within the Secretariat. The post holder needs a combination of expertise in health and development, strong leadership and managerial skills and experience in interacting at a senior level including exposure to global negotiations.

Task Description

The Head of Health Section will:

  • Provide leadership and strategic direction to the Secretariat’s Health Programme to meet the health-related objectives of the Strategic Plan 2009-12.
  • Develop strategic and operational plans and budgets for the Health Programme, co-ordinate and monitor programme quality and workflow, prepare and deliver programme reports.
  • Provide technical oversight to the work of the Health Section staff to maximise the technical and operational effectiveness and impact of the Secretariat’s work.
  • Develop and expand systems for monitoring achievement of performance targets
  • Supervise the development and dissemination of briefs and reports which support advocacy efforts.
  • Co-ordinate the annual meeting of Health Ministers (CHMM).
  • Build partnerships and maintain a close working relationship with senior officials in Commonwealth countries, multi/bilateral, regional and civil society organisations, professional associations, private sector and the Commonwealth Advisory Committee on Health (CACH).
  • Represent the Division and profile the Secretariat’s Health work at international and Commonwealth conferences, seminars, workshops and other public fora, as required.
  • Line manage staff in the Health Section and supervise the recruitment of new staff, to ensure that Health Programme targets are met and best practice is followed on staff development.
  • Ensure efficient management of the finances of the Health Section in line with Commonwealth Secretariat financial guidelines.
  • As a member of the STPD Senior Management Team, deputise as needed for the Director and undertake tasks requested by the Director.
