PROJECT COORDINATOR – “Promoting the African Charter on the Rights and Welfare of the Child”.

We currently have a requirement for a Pan African Program Specialist based in Nairobi or Addis Ababa.

This role is a 3 year contract.

About the Role

1.To lead and facilitate Plan’s engagement in Africa wide programs
2.To build relationships and linkages between Plan and Pan African policy making institutions, and civil society in Africa in order to develop and enhance co-operation
3.To ensure that Plan in Africa to gain access to continental and regional forums and decision-makers on issues related to children and their rights to influence policy on children's issues at all levels
4.To represent Plan and promote children’s issues to;
a.Regional Civil society networks

b.The African Union and its organs
c.ACERWC, the Pan African Parliament, the African Court and the Human Rights Commission
d.ADB, NEPAD and ECA
e.The RECS- ECOWAS, ECCAS, SADC and others

5.To build the Plan brand with Pan African Institutions in order that Plan becomes a recognized and lead agency in partnering with these institution on Child Rights related matters where Plan has best competencies
6.To profile Plan as the preferred INGO partner on children’s issues to pan African institutions within the NGO, (inter-) government and corporate sector
7.To project and facilitate learning between Plan’s work and experience in Africa and the major institutional actors that are based in Africa. This will include the representatives of the UN bodies, INGOs, corporate sector and donors in liaison with the AU and the other institutions
8.To promote and create interest among Plan constituencies on the value of Plan’s Pan African work
9.To lead in mobilisation of resources to ensure that Plan’s Pan African work is well resourced in terms of human, financial and other resources

Key responsibilities of the Post

- To establish and manage a Pan African policy and program strategy and implementation plan
- The continuous production of business intelligence to support Pan African programming
- To ensure a Plan presence at the continental decision making level in Africa
- To establish a Pan-African community of practice on pan African programming and ensure that country level plans and priorities are brought into Pan African level program initiatives and vice versa
- To provide high quality information to regional and country level staff on child-related decisions/ developments from African institutions and civil society, ensuring their applications to our work
- To oversee Plan’s involvement in activities of African Committee of Experts on the Rights and Welfare of Children, particularly the popularisation of, and monitoring missions on, the implementation of African Charter of the Rights and Welfare of Children
- To oversee Plan’s involvement in activities related to the Regional Economic Commissions, especially ECOWAS, ECCAS, SADC; the ECA; African Commission of Human and Peoples’ Rights; the African Parliament; and the African Court of Justice, specifically following up the implementation of the African Charter on Human and Peoples’ Rights and the African Women’s Protocol
- To project and reinforce Plan’s profile to key players in development in Africa and child rights within Africa and beyond
- To capture and share learning of pan African programming with civil society, governments, inter-governmental bodies and the AU within Africa and beyond
- Establish linkages to regional networks in Asia, Northern and Southern America and Europe to share lessons learnt and best practices to feed into global advocacy goals
- To establish and strengthen networks with other child-centred AU-focused INGOS with a view to streamlining agenda
- To establish strategic partnerships with African civil society networks, corporate sector and (inter) governmental bodies which have children’s rights at the heart of their interests
- To support the mobilization of resources for Pan African programming

Qualifications and Experience

- Professional qualifications preferably with a degree in a relevant area (social, political, economic, cultural studies)
- Extensive program and networking experience, including within AU institutions
Proven hands on project cycle management experience
- Extensive knowledge of pan African institutions, especially the AU, and a broad accessible network at pan African level
- Extensive experience in building partnerships with pan African institutions, especially with the AU organs
- A proven background in Child development programme work

Location and Travel

Nairobi, Kenya or Addis Ababa, Ethiopia including 50% - 60% travel.
