Regional Humanitarian & Emergency Affairs Programming Advisor

PURPOSE OF POSITION

On behalf of the region, provide support to National Office HEA programming including support to rapid assessments, program designs (proposal and concept paper writing and reviews), fundraising, program monitoring, compliance to both internal and international standards, and be responsible for the day-to-day coordination of the regional HEA and Disaster Management Learning Center.

KEY RESPONSIBILITIES

Strategic
Support the RHEAD to implement the EAR HEA & DM strategic direction:
Lead the annual Macro Regional Risk Mapping exercise, and support NOs to use its findings to inform related disaster risk management planning.
Support NOs to ensure compliance with respective Levels of Response Standards.
In collaboration with other ministry pillars (TD/MQ and P&A) Support Disaster Risk Reduction efforts across the region.
Champion EARO HEA & DM LC collaboration with other regional LCs.

Emergency Preparedness & Response:
Provide timely assessments of countries at risk of a large scale CAT II or CAT III emergencies in the Eastern Africa Region.
Based on EW reports, actively follow up with NOs to ensure effective Early Action.
Support the RHEAD in managing processes leading to the declaration of Categories of Emergencies and Levels of Response.
When required, undertake deployments to provide leadership to CAT II and III interventions in the region.
Work closely with EARO communications to ensure quality and timely release of HEA-related communications and marketing materials.
Support NO HEA programming through participation in rapid needs assessments, proposal and concept paper writing and reviews, program monitoring, and support to compliance with internal and international standards.
Provide guidance and technical support to mainstreaming or integrating cross cutting themes during emergencies(protection, Christian commitment, gender, HIV and AIDS, peace building, environmental issues, etc)
Support NOs in identify funding opportunities, and in reviewing applications for funding.

Capacity Building:
In coordination with the Regional HEA Capacity Building Advisor, assist in the mentoring, coaching and training of the Regional Surge Capacity.

Coordination and Representation:
At a strategic and policy level, represent the EAR HEA Director at various regional and international humanitarian fora / platforms.
Support the EARO HEA & DM LC to develop sustainable working linkages with international research centers, national institutes and other agencies that offer services, technologies and other resources that are relevant to WV’s Disaster Risk Management agenda.
Actively engage/participate in various WV communities of practices.

HEA & DM Learning:
Provide day-to-day coordination of activities under Strategic Objective # 3 of the EAR HEA & DM Learning Center, which is “to promote humanitarian learning through research, documentation, dissemination, and partnerships with the academia.”
Support the process of learning from WV’s humanitarian responses in the region and ensure that good practice recommendations are incorporated into future WV humanitarian responses.

Special Focus on fragile counties:
Give priority-programming support to WV offices in fragile contexts. These currently include Somalia, North Sudan, South Sudan, and Burundi.

Reporting
Coordinate the consolidation of the EA HEA monthly, quarterly and annual reports. This includes early warning reporting.

KNOWLEDGE, SKILLS AND ABILITIES

REQUIRED:

Graduate degree in Social Sciences, International Development or other related field
At least 5 years of relief field experience at senior level
Strong experience in research and Evaluation
Strong experience in project design and proposal writing
Experience in project management and financial management
Knowledge of SPHERE, LCP and other programming tools
Strong analytical skills
High degree of negotiation and persuasion skills
Strong written and verbal skills in English and with another language such as French or Swahili
Skills and experience as trainer/facilitator
Strong empirical knowledge of the humanitarian sector including humanitarian charters, laws and standards
Strong commitment to WV’s vision, mission and core values
Commitment to partnership and networking, especially those outside of WV itself

PREFERRED:

At least 5 years of relief field experience at senior level. Strong experience in project design and proposal writing
