P&C Regional Support Specialist World Vision

PURPOSE OF POSITION
The primary purpose for this position is to provide proactive support, manage, and coordinate the implementation of P&C strategy and goals to enhance employee, team, and organizational performance and individual effectiveness of WV offices in the East Asia region in alignment with the WVI’s strategies, relative to the overall WV’s vision and mission.

KEY RESPONSIBILITIES
LEADERSHIP SUPPORT (Performance and Operations)
Contribute to the development of regional P&C strategy, priorities and business plan in support of and in alignment with WVI global P&C strategies and priorities.
Collaborate with other regional functions to ensure that P&C priorities and standards are adequately and appropriately integrated within relevant secondary strategies and priorities in alignment with the regional strategy and goals.
Review draft National Office policies and provide comments to the Regional P&C Director.
Contribute to the organizational wide communication and change management processes to support implementation of regional P&C strategy as part of a broader regional strategy communication and change management plan.
Involve in high level contacts and exposure to sensitive information necessitating considerable use of tact, diplomacy, discretion, and judgment.
Provide support to the Regional P&C Director in his commitment to implement the EASR regional P&C strategy.
Contribute to the Regional P&C Director’s strategic partnership priorities within the region.
Provide appropriate support to track the region’s P&C performance scorecard.
Assist the Regional P&C Director to arrange meetings with regional entities including UN and INGOs.
Coordinate the performance management of all the regional staff.
Provide strategic and operational support to the Regional P&C Director to ensure smooth functioning of the Office of the Regional P&C.
Maintain and control confidential files and records.

MANAGEMENT
Manage and coordinate employment contract of all regional staff.
Manage regional P&C database and information ensuring that it is updated.

TECHNICAL AND OPERATIONAL SUPPORT (Policy & Procedures Alignment and Support)
Support the regional P&C initiatives at regional and national levels that affect multiple offices in the region in alignment with the regional P&C strategy and goals.
Monitor and coordinate P&C business plan, budget, resources, and schedules to efficiently implement regional P&C strategy and goals.
Review and determine which HR issues that need to be referred to other executives and provide appropriate and pertinent documentation to the Regional P & C Director.
Support the regional P&C team in handling HR issues in Bangkok office and in international staff job evaluation.
Contribute to the effective quality of regional P&C services across the region.
Consolidate orientation materials and coordinate the induction of new regional staff when appropriate.
Assist in the creating of P&C tools that will provide data driven information to effectively implement P&C strategy and intervention.
Assist in the preparation of the internal audit review.\
Support the mainstreaming of P&C policies and procedures within the region.
Assist the National Offices in the interpretation of WVI P&C policies and procedures.
Administer benefits of regional employees when necessary.
Support the hiring managers in the recruitment of employees when necessary.
Assist the Regional P&C Director in implementing performance management and staff care of regional employees.
Support the Regional P&C Director through identifying and reviewing issues representing significant trends, obstacles, and opportunities. Research special projects, as requested.

CAPACITYBUILDING
Assist in the development and implementation of an integrated regional capacity building plan according to regional strategy, priorities, and capacity assessment.
Assist in regional training, forums or workshops related to P&C aligned to regional capacity building plan.
Promote networking and sharing of best practices between National Offices, Regional Offices, and Global Centre.

QUALITY ASSURANCE
Collaboration with different departments within the regional office in minimizing operational risk and in ensuring compliance of standards, policies, and procedures.
Assist in the documentation of personnel files ensuring that it will meet audit standards.

KNOWLEDGE MANAGEMENT
Contribute to establishment and use of regional databases and e-resources including regional good practices to regional effectiveness as part of wider knowledge management strategy.
Support the continuous learning in enhancing P&C practices that will best support WV vision and mission.

RISK MANAGEMENT
Ensure that decisions for the Regional P&C Director’s approvals have adequate documentations compliant to WV’s approved policies and procedures and within the regional strategy and goals including the approved levels of authority
Maintain and ensure confidentiality of information, files and records at the Office of the Regional P&C Director.
Provide accurate information to the Regional P&C Directorfor decision-making.

INTERNAL & EXTERNAL LIAISON
In collaboration with the Regional Business Partner, serve as a focal person for all international staff employment issues connecting the National Offices and Global Centre to mutually support each other.
Contribute to the regional forums and workshops related to P&C when appropriate.
Maintain good working relations with other regional functions to foster collaborative relationships.
Collaborate with the wider P&C communities of practice across the region and the Global Centre promoting mutual learning, support, and accountability.

Attend and participate in the leadership of daily devotions and weekly Chapel services.

KNOWLEDGE, SKILLS AND ABILITIES
REQUIRED:
Relevant degree in HR, Organization Development, Business Management. Post-graduate qualification an advantage.
Knowledge of and commitment to World Vision objectives and ministry priorities. Support the whole Mission Statement, Core Values and Covenant of Partnership.
Excellent interpersonal skills and ability to collaboratively work in a team and highly cross cultural environment in a complex organizational structure.
Strong consultative and consensus-building skills.
