Senior Advisor, Tuberculosis

The Senior Advisor, Tuberculosis, reporting to the Unit Director, Knowledge Management Unit, will serve as the primary point for leadership and strategic guidance on tuberculosis, collaborating across the Secretariat and with external partners.

S/he provides the Global Fund with authoritative guidance on the prevention and treatment aspects of tuberculosis, provides expert technical advice to support quality grant management, keeps staff updated on scientific and programmatic developments in the area of tuberculosis, represents the Global Fund in technical tuberculosis fora and liaises closely with key partners to maximize the Global Fund’s contribution to the fight against tuberculosis.

The Senior Advisor works closely with other Units and Teams within the Strategy, Performance & Evaluation Cluster as well as staff across the organization, including country and regional teams, to realize the objectives of the Global Fund.

Key Responsibilities

In particular the Senior Advisor, Tuberculosis will:

• Provide expert advice on strategic issues, challenges and initiatives that are critical to tuberculosis control, in line with evidence-based normative guidelines and relevant scientific developments

• Provide oversight to Global Fund efforts to apply performance-based funding principles and approaches for tuberculosis and to measure impact of tuberculosis control efforts, in close coordination with other relevant partners

• Work with country and regional teams and provide expert and timely technical advice across the grant management cycle, including but not limited to: preparation of technical information notes for prospective applicants to the Global Fund Rounds as needed; technical inputs to performance frameworks of TB grants, quality of service evaluations and Phase 2 or periodic reviews

• Strengthen Global Fund collaboration and harmonization efforts with key external partners supporting sustained tuberculosis control and strengthening of health systems, e.g., the Stop TB Partnership and the World Health Organization, as well as other bilateral, governmental, non-governmental, and private sector organizations

• Work with the Global Fund leadership to ensure appropriate representation of the Global Fund in various working groups and/or task forces related to TB or TB/HIV, as well as in regional meetings, as needed

• Respond to specific technical queries arising from within the Secretariat either directly or by directing GF staff to published information or to specific external technical experts. Assist in responding to specific requests for information or technical queries coming from donors, stakeholders, media or partners, and the press for information, interviews and similar communications/advocacy efforts to advance the Global Fund’s crucial role in tuberculosis control and scale up

• Monitor scientific and programmatic developments, including new tools (drugs, diagnostics, preventive tools, vaccines, etc) and public health approaches to health development in general and the prevention and control of tuberculosis in particular, by reviewing scientific literature and attending scientific conferences and other technical meetings

• Support continuous learning within the Secretariat through technical seminars, training courses and updates on tuberculosis

• Contribute to the development of regular GF reports, publications, press releases and other advocacy or information materials

• Perform other duties as required.

Qualifications

Essential:

A medical degree and an advanced university degree in public health, epidemiology, or infectious diseases.


Experience

Essential:

• 11 to 15 years of experience at international level in the area of tuberculosis prevention, treatment and care, including program design and implementation, research and policy development

• Experience in working with national tuberculosis programs in developing countries

• An understanding of the international health arena and direct exposure to health environments both at national and international levels

Desirable:

• Experience in operations research

Competencies

Languages:

Native speakers or advanced written skills and spoken fluency in English and one of the following languages: Arabic, Chinese, French, Portuguese, Spanish or Russian. Additional linguistic skills are a major advantage.
