Senior Clean Production and Consumption Specialist/TL

HTSPE is looking for a Senior Clean Production and Consumption Specialist/TL to nominate in their bid for the Lot 6 EC Framework project entitled:

Finalisation of the SWITCH Policy Support Component Programme in the Philippines

Objectives:

The objective of the Finalisation Mission is to draft a project to support the development and implementation of SCP policies in the Philippines, in line with existing government priorities. Benchmark and performance indicators to be used will be determined.

Requested services:

General:

The mission will build on the identification work undertaken so far by the EU and other donors, including information contained in the corresponding Action Fiche (see document attached) and upcoming SCP Scoping Paper prepared by the UNEP Philippines Office.

The team is expected to conduct extensive consultations with stakeholders in Manila to fully understand the state of play, with a particular emphasis on institutional bottlenecks. Based on this assessment, the experts will provide a list of activities they see as necessary to achieve the programme objectives and offering best value for money. An indicative logframe including indicators and verification means for the project will be provided.

Specific Tasks:

The mission will conduct the following tasks:

  1. Review the existing policy documents.
  2. Take part as observers in the UNEP-DENR capacity building seminar on SCP in Manila in April 2011 (date to be confirmed) if mission schedule permits.
  3. Consult with authorities involved in SCP to assess government priorities and existing programmes.
  4. Review existing donor funded projects in relation with SCP and suggest coordination opportunities with the Switch Project where relevant.
  5. Consult with NGOs and other civil society groups involved in SCP related matters.
  6. Identify the most suitable government agency to implement the Switch PSC. The consultants will discuss options available with NEDA and DENR.
  7. Detail the list of activities to be supported by the programme and their expected results, as well as related indicators and assumptions.
  8. If relevant, identify additional screening exercises which must be conducted before the end of the finalisation phase.
  9. Propose a draft logframe for the project.
  10. Present all findings in a final report which will be shared with partners.
  11. Perform other tasks as may be required in the course of the assignment.

Senior Clean Production and Consumption Specialist/TL

The consultant will be a senior environment specialist or engineer with at least 20 years experience, 10 years of which in the design, management and evaluation of clean production and consumption programmes (e.g. pollution abatement, recycling, eco-labelling). He/she should have extensive experience working in developing countries, an ability to identify institutional bottlenecks and some experience of policy dialogue.
