Job Description:
Main function: Coordinating the Monitoring, Evaluation & Learning activities at Transparency International
Reporting lines: Director of Research
Contract: 2-year contract, with option for extension
Starting date: asap
Location: Berlin, Germany; with some international travel
Job Grade: Senior Programme Coordinator (SPC)
Job Objectives:
1) To provide technical leadership for the implementation of a Monitoring, Evaluation & Learning System for the TI Secretariat as well as TI movement internationally, and 2) to ensure that this system contributes to more organisational learning, greater accountability to our stakeholders and building a deeper knowledge base on how to be most effective in the fight against corruption.
Key responsibilities:
- Refine and roll out the Transparency International Monitoring, Evaluation and Learning Framework
- Provide technical M&E advice to the development of TI strategy implementation plans and work programmes, including the development and refinement of indicators
- Maintain oversight of data collection, analysis and management tools and reporting templates.
- Offer capacity-building of TI-S and National Chapter staff on M&E
- Identify and disseminate best practice in programme and project-specific M&E
- Support (and occasionally manage) regular external evaluations and impact assessments
- Contribute/guide the sharing of lessons across TI, as part of an expanded learning platform
- Contribute to planning processes at Transparency International
Knowledge, Experience and Skills:
- Masters degree or higher in relevant field (evaluation, knowledge management, organisational development, social sciences, international relations / development, or similar)
- Several years work experience, at least 3 with a particular focus on design and implementation of monitoring, evaluation, and learning systems, ideally in a civil society context
- Active professional role(s) in organisational learning, with a focus on measurement and knowledge management. Experience with change management an advantage
- Up-to-date knowledge of trends and developments with respect to monitoring and evaluation, organisational learning, knowledge management and impact assessment
- Solid understanding of M&E in the context of policy/advocacy organisations
- Understanding of civil society networks an advantage
- Awareness of governance and anti-corruption fields an advantage
- Experience in training and capacity building
- Experience in working across cultures
- Fluency in English (written, spoken) with additional language(s) (preferably French or Spanish) an advantage
