ORGANIZATIONAL CONTEXT

The Thematic Project & Proposal Development Unit will be Private Sector Fund Raising's (PSFR’s) liaison unit with Bureaus, Field Offices and other key partners for project information and planning.

The Thematic Project & Proposal Development Unit will identify the programme areas that are UNHCR priorities within the core Initial Budget Target/Comprehensive Plan(IBT/CNA) budget and meet donor interests.

The post will impact on PSFR’s ability to deliver consistent approaches to donors around the world will be profound. The Unit supports PSFR’s goal that income is dedicated to supporting the IBT/CNA budget, creating much closer alignment between PSFR, National Associations and Branch Offices through shared project fundraising objectives. The Unit will liaise with technical and field staff to develop materials and prepare project proposals/ information.

The position is supervised by the Deputy Head of Service.

FUNCTIONAL STATEMENT

Accountability

- Ensure that UNHCR (PSFR) identifies key international project funding opportunities for the Thematic Portfolio.

Responsibility

- Liaises with Bureaus, Field Offices and other key players to identify key international project funding opportunities for the Thematic Portfolio;
- Works closely with technical and policy staff to develop and write high quality strategic, measurable project proposals and grant submissions that can be presented to global donors for Leadership Giving and showcased in Individual Giving appeals;
- Develops and writes up the cases for support for various thematic areas and promotes these to the PSFR network so that core budget activities are their priority for fundraising;
- Promotes, researches and translates (writes-up) the project information obtained from the technical/field staff into fundraising information and formats these materials for different donor specific audiences supporting Individual Giving and Leadership Giving;
- Compiles and maintains up to date written and visual materials including digital media, photography, video, etc.;
- Supports the PSFR team with all project reporting and financial contribution tracking
- Ensures that UNHCR (PSFR) identifies key international project funding opportunities for the Thematic Portfolio;
- Initiates, writes, develops and disseminates the Case for Support for fundraising thematic areas and promotes to the PSFR network targeted fundraising in line with UNHCR priorities;
- Researches and writes-up project information obtained from the technical/field staff into fundraising information;
- Format these materials for different specific donor audiences;
- Compiles and maintains up to date written and visual materials including digital media, photography, video, etc.;
- Works with the PSFR network to secure funding for the adopted Thematic Portfolio;
- Participates in relevant PSFR planning with National Associations/Branch Offices, skillshares and meetings as needed to train the PSFR network in the services available from the Thematic Project Management Team;
- Prepares programme reports and financial reports on funded projects tailoring the reports to donor requirements;
- Compiles project briefings and and materials for field missions;
- Tracks all contributions made via PSFR to ensure that they are spent on the project agreed with the donor;
- Proposes and submits alternative project proposal in situations when the agreed funds can no longer be used for the project agreed with the donor;
- Ensures continuous exchange of information between the bureaus and/or relevant desk to ensure specific follow up with field offices when required;
- Liaises with Division of Program Support & Management (DPSM) to ascertain that all technical planning and programming elements are coordinated and in line with UNHCR priorities;
- Works jointly with the Donor Relations & Resource Mobilisation Service (DRRM) colleagues to ensure coordination, consistency and real time tracking of project status and funding prospects and actuals;
- Performs other duties within his/her area of competence.

Authority

- Guide/decide on a series of projects and fund raising proposals on a wide range of thematic areas covering the entire PSFR spectrum that need to be developed by the service;
- Represents UNHCR in different fora, particularly High Networth Individuals interested in funding thematic areas.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

An advanced university degree in Business/Marketing, Communications, Political Sciences, or a related discipline plus 10 years of previous relevant work experience of which 5 years should have been in a private sector fundraising/communications setting, preferably in a not-for-profit organisation or an international organisation or a marketing/fundraising consultancy firm.

- Proven ability to deal with multiple tasks/projects to reach fund raising targets in a courteous and service oriented manner under demanding working conditions that often have short deadlines;
- Exposure to UN system with particular focus on fundraising activities for humanitarian causes;
- Should be a good net-worker and relationship-builder with an outgoing personality;
- Excellent knowledge of English (written/oral/comprehension);
- Highly developed drafting ability in English;
- Working knowledge of another UN language

- Field experience with UNHCR;
- Supervisory skills and experience.
