ORGANIZATIONAL CONTEXT

The Senior Global Private Sector Fund Raising (PSFR) Officer (Southern Europe) would be part of an international team of PSFR experts who are better able to co-ordinate, advice and support PSFR markets in their region by being based within the region. The European posts allow for improved co-ordination with all Branch Offices and National Associations (PSFR partners) in the regional grouping as currently the region is split between various staff. Approximately 70% of PSFR income for UNHCR is raised in Europe and the region has potential for significant growth both in existing and new markets.
This post-holder would serve as the Global Advisor and Liaison person between the assigned country offices/National Associations in the regional grouping and PSFR, HQ and the Europe bureau.
They would have regional management responsibility initially for existing markets in the European grouping currently including Greece, Italy, Spain and Portugal but could also be called on to developing new markets in Europe and support other European programs as needed. They would work with these markets to develop Annual Plans and Budget and longer-term strategic plans. They would monitor performance against plans and revenue goals. In particular, this post would plan, monitor and manage UNHCR’s PSFR investments in the regional grouping ensuring that they bring maximum return to the organization.
Additionally as and when required the post-holder would lead, co-ordinate or act as focal point for PSFR working groups, special projects or other PSFR management tasks internationally or cross-regionally.

FUNCTIONAL STATEMENT

The Senior Global PSFR Officer is an important position that will play a leading role within the PSFR team that is responsible for Private Sector Fund Raising activities in the region. S/He will function under direct supervision of the Regional Representative while keeping direct contacts with the PSFR Service and the Europe Bureau at UNHCR HQ. The position is expected achieving overall regional income growth and managing a long term investment programme for the Regional Grouping. As Global PSFR Officer, s/he will function as Co-ordinator, Advisor and Liaison person between the assigned country offices/National Associations in the region and PSFR, HQ as well as the Europe bureau at HQ.

The main functional responsibilities of the post include:
? Co-ordinate PSFR in the regional grouping by liaising directly with all National Associations and UNHCR Offices with PSFR operations (jointly called PSFR partners);
? Develop a long term investment strategy for the regional grouping
? Work closely with all PSFR partners to support the development of PSFR Annual Plans and Budgets and monitor and facilitate implementation of the Annual Plan to achieve revenue goals;
? Compile PSFR forecasts and monitors PSFR reporting within the regional grouping and report on performance to the Representative and PSFR, HQ. Based on these reports, evaluate the effectiveness of fundraising within the regional grouping making timely recommendations to achieve or surpass targets;
? Analyze, develop and promote long-term strategies and programmes to maximize revenue potential for assigned countries within the regional grouping;
? Develop with each country, their applications to the Income Growth Fund (IGF) in line with Annual Plans and opportunities arising in each market;
? Manage and ensure timely reporting on UNHCR’s PSFR investments in the regional grouping (through the IGF);
? Analyse Key Performance Indicators across markets in the regional grouping as well as analyzing the competitive environment to monitor PSFR performance and make recommendations to the Representative and the Head, PSPA;
? Provide support, advice and training to PSFR partners on testing and implementing PSFR techniques;
? Work with the PSFR team internationally and in the regional grouping to create new fundraising products, appeals and donor communications both on- and off-line;
? Oversee any new market entry in the region;
? Work with the Head, PSPA to identify new PSFR opportunities for UNHCR;
? Organize PSFR meeting and workshops for the region and participate in international PSFR meetings and Skill Shares;
? Co-ordinate, lead or act as focal point for PSFR international working groups, task forces, special projects and other strategic and management tasks as and when required.
? With the international PSFR team, be responsible for progressively increasing income to UNHCR from the private sector in line with agreed targets and plans.
? Any other responsibilities deemed necessary or as delegated by the Regional Representative and/or Head of PSFR in UNHCR HQ in order to meet the level of the service in the organization.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

a) EITHER a university degree in business/marketing, social sciences or a related discipline plus 12 years previous relevant work experience with 5 - 8 years’ private sector fundraising experience in a not-for-profit organisation or an international organisation or a marketing/fundraising consultancy firm with at least 2 years at an international level.
b) OR An advanced university degree in business/marketing, social sciences or a related discipline plus Ten years relevant experience.
A minimum 5 years experience should be in an international functional capacity directly relevant to the current position.
Current knowledge in PSFR market in the region, its practices/ standards, processes and exposure to PSFR activities for an international organisation at least in three to five countries in the region.
Proven ability to deal with multiple tasks/projects to reach the set fund raising targets in a courteous and service oriented manner under demanding working conditions that often have short deadlines.

Exposure to UN system with particular focus on fundraising activities for humanitarian causes.
Ability for analytical and creative thinking for rapid solution(s).
Ability to produce high quality out put with desirable results.
Good communicator with strong interpersonal and negotiation skills to deal with donors/ potential donors of different cultural and educational backgrounds.
Strive to live up to high ethical and professional standards.
An outgoing personality and a team player with service oriented attitudes.
High IT affinity with excellent computer skills with particular reference to analysis of fundraising results, database management, data mining and internet e-commerce.
Excellent knowledge of English (written/oral/comprehension).
Highly developed drafting ability in English.
Working knowledge in any other UN language, preferably Spanish.

Experience of starting up PSFR programmes in new markets and/or experience of PSFR in the region.
Ability to strategize, plan and organize work; expertise in organising and conducting trainings and presentation of the subject to the donors
Willingness to travel frequently.
Exposure to UNHCR specific field operations, training/learning activities
Proficiency of the languages spoken in the region and Italian highly desirable
