REQUIRED COMPETENCES
Degree in engeneering (environmental, civil, mechanic, hydraulic), hydrogeologist or water ressources specialists. Strong knowledge in natural disaster preparedness and emergency reduction. Minimum 2-3 years experience of work in foreign country and emergency projects. Communication skills with ability to work closely with CESVI local staff, beneficiaries and partners. Detail oriented, highly flexible and strong organizational and leadership skills. Excellent problem-solving and analytical skills required Adaptability for hard living conditions Strong leadership, supervisory and people skills as well as experience with NGO procedures, approaches, and operations Strong computer skills including Microsoft Word, Excel, accounting software Fluent English essential Knowledge of Italian language

DESIDERABLE COMPETENCES
Prior experience in environmental impact assessment and hydro geological studies. Prior experience in Afghanistan highly desirable

WORK CONTEXT
Cesvi has been active in Afghanistan since 2002, implementing community development, rural reconstruction, skills building and health programs. Since 2002, Cesvi works in cooperation with the local communities to improve their livelihood, with particular focus on the most vulnerable groups, such as returnees, IDPs, landless labourers and female-headed households.

JOB DESCRIPTION
Referring to project documents, the Consultant will draw up an hydro geologic assessment in Herat Province. In details: - in cooperation with technical expert of the Italian Cooperation, he/she will identifies potential target areas of the action between the most affected by hydro-geological risk in the province. Analysis has to take in consideration accessibility and security of the area of intervention; - he/she will clearly identifies hydraulic, geomorphologic and hydro geological problems affecting these areas; - he/she will propose technical and feasible solutions which has to fit with the budget of the project and the duration of the action; - for any technical solution proposed, he/she will prepare a detailed action plan. 1. He/she will report to the Desk Officer at HQs level, through e-mails, other mailing, telephone calls and periodic reports, as required 2. He/she will carry out briefing and de-briefing with the Desk Officer at the beginning and at the end of his/her assignment The collaboration will start approximately in April 2011. The main duty station will be Herat – Afghanistan. T he person will respond to the HQs Desk Officer.
