Tender for Social Media Services United Nations High Commissioner for Refugees

The United Nations High Commissioner for Refugees (UNHCR) Regional Representation for Central Europe invites interested bidders to its 2011 tender for social media services.

UNHCR Regional Representation for Central Europe has pages on different social media websites (Facebook, Twitter, Flickr) and requests the help of a services provider to maintain and update these accounts on a regular basis.

UNHCR Regional Representation needs continuous assistance in uploading, creating and arranging posts, photos, videos, events etc. on different social media platforms, managing accounts and interacting with followers; managing social bookmarking sites and analysing its social networking activities with the help of different web-based analytical tools. Furthermore, UNHCR Regional Representation also needs assistance on a regular basis in managing the blog section on the regional website (www.unhcr-centraleurope.org/blog).

The aim of the tender is to select a services provider who will be responsible for managing UNHCR’s social networking activities throughout 2011 and with whom UNHCR shall sign a services contract for 2011.

The work of the services provider shall be subject to direct supervision and constant communication with the regional Public Information Unit at UNHCR Regional Representation.

The successful bidder shall provide the following services to UNHCR:
- management of UNHCR Regional Representation’s Facebook account, including monitoring of fan page and post-moderation; posting relevant media content such as news, stories, press releases and audio-visual material; uploading photos and videos; creating events; writing Facebook notes; developing regional campaign ideas for the promotion of UNHCR projects and initiatives;
- management of UNHCR Regional Representation’s Twitter account, including monitoring, publishing short text updates; retweeting – i.e. sharing relevant content posted by other organizations and individuals on Twitter with UNHCR Regional Representation Twitter followers; audience expanding and interaction with Twitter followers; applying Twitter tools and other social web tools for improved Twitter management; developing regional campaign ideas for the promotion of UNHCR projects and initiatives;
- management of UNHCR Regional Representation‘s Flickr account, including monitoring and post-moderation; uploading and arranging photographs by adding titles, tags, descriptions, geotags, creating collections and sets, adding photographs to relevant Flickr groups; updating profile; building connections and engagement with other Flickr users;
- management of UNHCR Regional Representation‘s social bookmarking sites and curators, including sharing news published on the regional website and the newest entries on the “Starting afresh” blog on social bookmarking sites such as Del.icio.us, Digg, Stumble Upon, Reditt and curated.by;
- content filtering, sharing and distribution, including press releases, news, photographs, videos and social content related to the UNHCR Regional Representation‘s work and mission;
- assistance in the management of the RefBlog section, including uploading and editing of content, as required;
- following the new and the latest trends in social media and social networking;
- analyzing social networking activities with the help of web-based analytical tools such as Google Analytics, Feed Burner, Google Alerts, Twitter Counter, Social Klout etc.; including measurement of online awareness and UNHCR Regional Representation‘s influence and popularity in social media;
- submitting monthly reports to UNHCR on social networking activities with narrative descriptions, project ideas, and analysis;
- continuous communication with the regional Public Information Unit at UNHCR Regional Representation;
- capacity building and training for UNHCT staff member as required;
- participation at trainings, meetings, workshops and conferences, as required.
How to apply
The tender documents to be submitted by bidders are the following:
- tender form
- general presentation of the bidder (preferably a curriculum vitae and a cover letter);
- references and samples of work previously done, with special emphasis on similar assignments produced for other UN agencies or non-governmental organizations;
- technical proposal describing the solutions and timelines proposed for the accomplishment of tasks specified under Scope of Work;
- price proposal with a detailed calculation of costs of accomplishing the tasks specified under Scope of Work, including the proposed amount of the monthly payment.
